The General Office of the People's Government of Hunan Province recently issued a plan for Hunan to implement the "China-Africa 10 Partnership Actions." By 2027, the plan will significantly improve the quality and scale of Hunan-Africa trade, further increasing the province's national share. Hunan will create an array of benchmarks in trade prosperity, industrial chain cooperation, and connectivity. The province will build long-term mechanisms for economic and trade collaboration and exchange with Africa, and will continue to promote the construction of China-Africa economic and trade cooperation service systems, contributing to the establishment of a "national team" for local economic and trade partnership with Africa.
The 10 partnership actions for modernization to deepen China-Africa cooperation cover the areas of mutual learning among civilizations, trade prosperity, industrial chain cooperation, connectivity, development cooperation, health, agriculture and livelihood, cultural and people-to-people exchanges, green development, and common security.
The plan proposes that Hunan will build a China-Africa Economic and Trade Headquarters Building and a China-Africa Economic and Trade Digital Comprehensive Service Platform. The province will encourage the leading enterprises and investment institutions in economic and trade cooperation with Africa to settle in a pioneering zone for in-depth China-Africa economic and trade cooperation, continuously expanding the scale and fields of new barter trade with Africa. Hunan will carefully plan the China-Africa Economic and Trade Expo (CAETE) and a series of CAETE promotional activities in Africa, and will continue to operate the CAETE permanent pavilions. The province will host an international, professional, and market-oriented CAETE, striving to generate over 60 million CNY of market-based revenue by hosting the expo from 2025 to 2027.
The plan emphasizes that Hunan will:
- Accelerate the layout of public overseas warehouse systems in Kenya, Tanzania, Nigeria, Côte d'Ivoire, South Africa and other countries;
- Build a multimodal transport system from the central and western regions of China to Africa by waterway, road, railway, and sea;
- Set up 20 public overseas warehouses in Africa from 2025 to 2027;
- Operate 1,800 freight trains through the Hunan-Guangdong-Africa rail-sea intermodal transport service by 2027;
- Advance Hunan's medical, pharmaceutical, and medical device enterprises to expand into the African market, invest in vaccine, drug, and medical device production projects in Africa, and enhance Africa's local production capacity;
- Expand the scope of agricultural technology exchanges and cooperation to help African countries solve food problems;
- Continue to explore the mode of "foreign aid project plus industrial chain cooperation," sending a total of about 50 agricultural experts from 2025 to 2027 to train a total of about 5,000 African agricultural technicians; and,
- Create about 667 hectares of hybrid rice demonstration fields, demonstrating and promoting the mechanization of agricultural production in more than five African countries.
