The Foreign Talent Research Center of the Ministry of Human Resources and Social Security recently released the survey findings of the 2024 "Amazing China — The Most Attractive Chinese Cities in the Eyes of Foreign Talents" — The Foreign Talent Attraction Index of Chinese Cities. Changsha ranked among the top 20. This marks the sixth consecutive year that the city has been included on the list, highlighting its steadily growing international appeal.
The top 20 cities on the foreign talent attraction index are: Beijing, Shanghai, Guangzhou, Hangzhou, Chengdu, Suzhou, Shenzhen, Nanjing, Qingdao, Xiamen, Dalian, Ningbo, Kunming, Haikou, Wuhan, Tianjin, Changsha, Ji’nan, Zhuhai, and Changzhou.
The survey selected 64 cities in China with a high concentration of foreign talents (excluding the Hong Kong, Macao, and Taiwan regions of China). A questionnaire survey was conducted among foreign professionals working and living in these cities, with a total of 5,487 valid questionnaires collected. The survey quantitatively analyzed the evaluations of foreign talents from three dimensions: work satisfaction, living convenience, and environmental friendliness. The results were compiled into the Foreign Talent Attractiveness Index of Chinese Cities, reflecting the overall attraction of Chinese cities to foreign talents.
In 2021, Changsha became the first city in China to pioneer the establishment of a one-stop service center for foreigners working in China, integrating three business windows for science and technology, public security, and customs affairs, and cutting the approval time from the original 30 working days to as few as 3 days. The initiative effectively addresses the challenges of foreign experts having to visit multiple offices. The changes have earned widespread praise from both foreign-involved enterprises and foreign experts.
