The People's Government of Hunan Province and the China Minmetals Corporation held a working meeting in Changsha on the afternoon of April 20, 2023. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of the People's Government of Hunan Province, and Weng Zuliang, secretary of the CPC Leadership Group and chairman of the Board of China Minmetals, attended.
Li Dianxun, a member of the Standing Committee of the CPC Hunan Provincial Committee and executive vice governor of the People's Government of Hunan Province, and Qu Hai, secretary-general of the People's Government of Hunan Province, joined the discussion.

Governor Mao thanked China Minmetals for its long-term strong support for the development of Hunan Province. He noted that Hunan is known as the 'hometown of non-ferrous metals'. In recent years, Hunan has drawn the blueprint of "Three Hubs and Four New Missions" Strategy; focused on extending, reinforcing, and upgrading industrial chains; accelerated transformation and upgrading of the non-ferrous metal industry; and, promoted the development of a green and low-carbon circular economic development system, achieving obvious results. Last year, the combined operating revenue of Hunan's non-ferrous metal industry topped 315.66 billion CNY, an increase of 18.3% and 7.8 percentage points higher than the national average. The profits increased by 21.5%, which was 29.2 percentage points higher than the national average.
China Minmetals has arranged the largest strategic layout, the most comprehensive industrial sectors, and the most complete industrial chains in Hunan Province. It has invested more than 80 billion CNY and settled 114 affiliated enterprises in Hunan since 2006. Both sides have achieved fruitful results and shared broad prospects in collaboration, he said, hoping that China Minmetals would further optimize its industrial layout in Hunan; deepen project development cooperation; optimize and adjust its capital cooperation model; and, implement an array of projects in such fields as mineral resource development, metal smelting and processing, new energy and new materials, and scientific and technological innovation.
Both sides may jointly build a national strategic rare mineral efficient development technology innovation center; form a national strategic scientific and technological force; create a new model of central enterprise-local government partnership; and, help realize the "Three Hubs and Four New Missions" Strategy blueprint. Hunan will continue to optimize the business environment and give more support in terms of element guarantee, project promotion, and platform construction, he added.

Chairman Weng gave Hunan the thumbs up for its development achievements in recent years, especially the continuous upgrading of the business environment. He promised that China Minmetals will further give full play to its own advantages and strengthen cooperation with Hunan in project development, scientific and technological innovation, industrial transformation, and platform construction, to boost Hunan's non-ferrous metal industry advancement.
