On the afternoon of January 18, the Fifth Session of the 13th Hunan Provincial People's Congress held the second plenary meeting at the People’s Hall of Hunan Province.

There should be 764 deputies at this meeting, and there were 701 present. The number of attendants constitutes the quorum. 

The meeting was chaired by Yang Weigang. He and other provincial leaders, including Ma Na, Wen Shuxun, Ai Kezhi, Tian Huayu, Zhu Hongwu, Liu Wenxin, Liu Zhengxing, Liu Guangyue, Liu Zhiren, Liu Ge’an, Jiang Bo, Li Wanqian, Xiao Diming, Yu Xiong, Zou Wenhui, Zhang Zhiheng, Ouyang Huang, and Zhou Yingchun, served as executive chairpersons.
 
Leaders attending the conference and seated on the rostrum were: Zhang Qingwei, Mao Weiming, Li Dianxun, Wang Cheng, Wu Guiying, Sui Zhongcheng, Xie Weijiang, Wei Jianfeng, Yang Haodong, Zhang Yingchun, Nan Xiaogang, Liu Lianyu, Xie Jianhui, Zhang Jianfei, Zhou Nong, Peng Guofu, Chen Wenhao, He Baoxiang, Chen Fei, Wang Yiou, Tian Liwen , Ye Xiaoying, and Cao Jiongfang.
 
Liu Lianyu, deputy director of the Standing Committee of the Hunan Provincial People's Congress, entrusted by the Standing Committee of the 13th Hunan Provincial People’s Congress, made the work report to the deputies.

Tian Liwen, president of the Higher People’s Court of Hunan Province, delivered the report on the work of the court.

Ye Xiaoying, procurator general of the People’s Procuratorate of Hunan Province, made the report on the work of the procuratorate.
