Hunan’s “One Step Approval” Speeds Return to Normal Production

On February 3, the first day after resuming work, only a handful of people are at the Changsha Municipal Government Affairs Service Center. The Hunan Provincial Administrative Management Service Bureau is requiring the provincial government affairs system to guide the public to handle their affairs online.

As work resumes quickly after the Spring Festival holiday, government service centers across the country have ushered in a peak period. Hunan government is showing the full benefit of the “One Step Approval Process” reform. It has adopted a variety of measures for handling government services such as “online processing”, “green channels”, and “agent processing” which help individuals and enterprises resume work and production more quickly and safely while ensuring epidemic prevention measures are followed.

Online processing

The Hunan Provincial Administrative Management Service Bureau, between February 3 and 10, handled more than 220,000 government service items. About 170,000 were handled online, accounting for more than 80% of all. The ratio of “online handling” in Hengyang and Xiangtan exceeded 90%.

Green channels

On February 3, the first day after reopening, four companies in Changsha took less than an hour to obtain anti-epidemic materials production certificates. This included Shengxiang Biotechnology Co., Ltd. which developed a test kit to detect the novel coronavirus in half an hour.

This is not an isolated case. According to the Hunan Provincial Administrative Management Service Bureau, green channels are set up in the provincial government affairs service system for epidemic prevention and control enterprises and projects. Special personnel handle service items as quickly as possible.

Some items that enterprises have difficulty in preparing and submitting quickly can be supplemented after the epidemic situation is alleviated.

Agent processing

Since the epidemic outbreak, medical supply shortages have become a major constraint on epidemic prevention and control.

Loudi organized essential business personnel to form an agency team to help Hunan Jianyuan Pharmaceutical Technology Co., Ltd. handle production license and trademark applications. This accelerated company production and marketing of medical masks, disinfectants, and other epidemic prevention products.

Shaoyang took the initiative to contact Hunan Runrun Cold Chain Logistics Co., Ltd. and helped the company handle food business licensing in view of the poor distribution of grain, oil, fruits and vegetables and other agricultural products.
