Zhou Haibing, male, Han nationality, was born in February, 1971. He obtained a master's degree and is a member of the Communist Party of China (CPC). He is now serving as vice governor of the People's Government of Hunan Province; director of the Office of Financial and Economic Affairs Commission of the CPC Hunan Provincial Committee; director and secretary of the CPC Leadership Group of the Development and Reform Commission of Hunan Province; and, concurrently director and secretary of the CPC Leadership Group of the National Defense Mobilization Office of Hunan Province (Civil Air Defense Office of Hunan Province).
