The Development and Reform Commission of Hunan Province announced a list of provincial major construction projects and key preliminary work projects of 2024 on April 10, 2024. This year, Hunan will arrange 390 provincial key construction projects, with a total investment of 2.3 trillion yuan and an annual planned investment of 471.5 billion yuan. The number of projects, total investment, and annual planned investment increased by 53, 115.1 billion yuan, and 15.3 billion yuan respectively compared with 2023.

Among all the projects, there are 121 infrastructure ones, 238 industrial development ones, 24 social and livelihood ones, and 7 ecological and environmental protection ones.

The infrastructure projects highlight long-term benefits, adhere to the integrated development of new and old infrastructures, and focus on promoting the construction of transportation networks, backbone projects for water networks, the convergence of new energy bases with the layout of power transmission corridors, and new infrastructures. These projects include 51 transportation network projects such as the Changsha-Ganzhou High-speed Railway (Hunan section), the Yichang-Changde High-speed Railway (Hunan section), the G4 Beijing-Hong Kong-Macao Expressway Expansion Project (Changsha Guangfu to Zhuzhou Wangshiwan section); 8 water conservancy network projects such as the Jintangchong Reservoir and the Meishan Irrigation Area; 27 energy network projects such as the Ningxia-Hunan Ultra-high-voltage Direct-current Transmission (Hunan section); 11 information network projects; and, 23 logistics network projects.

The industrial development projects aim to strengthen foundation, focusing on upgrading, extending, supplementing, and enhancing industrial chains, to advance the "4 × 4" modern industrial system construction. There are such projects as the Zoomlion Intelligent Industrial Town, the Xiangtan Geely New Energy Vehicle Production Base, the 20GWh annual output of energy storage batteries and supporting battery new materials construction project of Hunan Qisheng, the Hunan Sanan Semiconductor Industrial base, and the Yueyang Ethylene Refining and Chemical Integration.

The social and livelihood projects pay close attention to shore up weak links, involving government-subsidized housing, "daily and emergency dual-use" public infrastructure, and urban village renovation, as well as the disease prevention and control system, vocational education and so on. The projects cover such aspects as the old residential areas renovation in towns and townships; the provincial urban drainage and flood control additional bond, the construction of student dormitories and canteens at provincial undergraduate colleges and universities, the National Medical Center, and the Hunan provincial reserve grain warehouse upgrading and expansion.

The ecological and environmental protection projects mainly include the Zhuzhou Lushui River Basin Systematic Management and the Dongting Lake Ecological Restoration Pilot Project.
