Hunan issued a guideline on speeding up the building of the modern industrial system this year. The government has proposed to take advanced manufacturing industry as the mainstay, transforming and upgrading 4 traditional industries, consolidating and extending 4 competitive industries, cultivating and expanding 4 emerging industries, and conducting advance planning for 4 major future industries. The guideline aims to establish a modernized industrial system that is independent, controllable, safe, reliable, and highly competitive. A series of landmark results have been achieved.
Efforts have been made to:
- Transform and upgrade traditional industries. Hunan has continued to advanc the transformation and upgrading of traditional industries such as modern petrochemicals, green mining, food processing, and light industry and textiles. An array of major projects, including the Yueyang refining and chemical integration project, have been approved for construction.
- Consolidate and extend advantageous industries. Hunan has enhanced and elevated construction machinery, rail transit, aerospace, modern agriculture, and other competitive industrial clusters. Construction machinery, advanced rail transit equipment, and small and medium-sized aircraft engines have been shortlisted for the national advanced manufacturing clusters. The added value of equipment manufacturing industry has increased by 6.4%, contributing 71% to the growth of large-scale industries.
- Cultivate and expand emerging industries. Hunan has developed such new emerging industries as the digital industry, new energy, the health industry, and aerospace and oceanography, and has expanded and strengthened industries like information technology application and innovation, audio and video, and BeiDou Navigation Satellite System (BDS) applications. The scale of the digital economy has exceeded 1.5 trillion yuan, accounting for 30.8% of the regional GDP. The revenue of new energy vehicles and lithium batteries have grown by 43.9% and 31.8% respectively, while those of software information, research and experimentation, and other emerging service industries have increased 16.6% and 40.3% respectively.
- Conduct advance planning for future industries. Hunan has made new innovative progress in quantum science and technology, artificial intelligence, cutting-edge materials, life engineering, and other industries. The investment in high-tech and manufacturing sectors have risen by 3.8% and 8.7% respectively. The output value of the core industry of artificial intelligence has reached 10.8 billion yuan, an increase of 20%.
Hunan has outlined a "4 × 4" modern industrial system construction "roadmap," clarifying industrial chain, enterprise, and product lists for 16 industries. Based on an orientation towards smart-technology-informed industries, green technology, and integrated planning, the province has comprehensively taken eight actions such as scientific and technological innovation, industrial clusters quality improvement, and integration and upgrading of digital and real economies, to optimize the industrial ecology.
