Hunan Province gives priority to establishing a national new materials industrial cluster as an important support to the construction of a hub of advanced manufacturing industry of national importance. It has made greater efforts to dovetail new materials with terminal equipment industries, to further reinforce and upgrade weak links in the industrial chains.

The province has clarified seven distinctive new materials industrial chains, including the advanced iron and steel materials, advanced energy storage materials and power batteries, and carbon-based materials. It takes the lead across China in terms of industrial scale and market share.

Seven clusters such as Changsha's new alloy materials have been included in Hunan's advanced manufacturing cluster list. They were winners of the Hunan Provincial Industrial Cluster Competition 2023 released by the Industry and Information Technology Department of Hunan Province. By 2026, the total value of Changsha's advanced energy storage materials industrial cluster will exceed 500 billion yuan, making it the largest industrial cluster nationwide with the most complete industrial chain and supporting facilities.

According to the plan, Hunan will strive to reach 800 billion yuan of operating income from new materials industry by 2025, at an average annual growth rate of about 10%. It will cultivate more than 10 enterprises each with an annual output value of 10 billion yuan, and more than three industrial parks each worth of 100 billion yuan.
