The 5th International Summit on BDS Applications opened in Zhuzhou on September 15, 2026. Zhang Guoqing, member of the Political Bureau of the CPC Central Committee and vice premier of the State Council, and Mamitiana Rajaonarison, prime minister of Madagascar, attended the opening ceremony and delivered speeches.

Vice Premier Zhang Guoqing stated that President Xi Jinping has profoundly pointed out that the BeiDou Navigation Satellite System (BDS) benefits both the Chinese people and the people of the world. Under President Xi Jinping's guidance, the performance and service quality of the BDS have been continuously improved, and application scenarios and scale expanded, providing stable and reliable positioning, navigation, and timing (PNT) services to global users.
China is willing to work with all parties to actively implement the four global initiatives—global development, global security, global civilization, and global governance, and to uphold the principles of openness and integration, coordination and cooperation, as well as mutual complementarity for shared benefits. He said China will strengthen the integration of BeiDou with artificial intelligence, satellite internet and other technologies, continue to advance system iteration and upgrading, and promote the healthy and orderly development of the BeiDou industry. China will seek to enhance the system's applications in terms of service coverage and quality and contribute to global governance in satellite navigation, Zhang added.
Before the opening ceremony, Zhang Guoqing met with Mamitiana Rajaonarison and noted that China is willing to work with Madagascar to implement the important consensus of the two heads of state and the outcomes of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), continuously strengthening the China-Madagascar comprehensive strategic and cooperative partnership. Mamitiana Rajaonarison reiterated that Madagascar firmly adheres to the one-China principle and is willing to deepen practical collaboration with China in various fields.
Shen Xiaoming, secretary of the CPC Hunan Provincial Committee, made a speech. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, presided over the ceremony. Vandeth Chea, minister of Post and Telecommunications of the Kingdom of Cambodia, and other guests were present. Xiang Libin, deputy director of the National Development and Reform Commission, gave a speech.
Themed "One World, BDS with You," the summit was attended by about 900 people at the opening ceremony, including domestic and international experts and scholars, business leaders, government officials, and representatives of international organizations.
