Focusing on BDS Applications to Jointly Build a Hub for Industrial Development


The 5th International Summit on BDS Applications opens in Zhuzhou on September 15, 2026. On the afternoon of September 14, Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, met with Xiong Jijun, vice minister of the Ministry of Industry and Information Technology, and other guest representatives attending the summit. Governor Mao stressed the need to thoroughly implement the spirit of President Xi Jinping's congratulatory letter to the first session, accelerating new breakthroughs in BDS technology, expanding new scenarios for BDS applications, and opening new prospects for BDS going global, to jointly promote the BDS applications and high-quality industrial development.
  
Also present were Wang Daoxi, member of the Standing Committee of the CPC Hunan Provincial Committee and executive vice governor of Hunan Province; Zhuang Shaoqin, vice minister of the Ministry of Natural Resources; Zhang Jiasheng, deputy head of the General Administration of Sport of China; Zhang Zhan, political commissar of the National University of Defense Technology; Yang Yuanxi, Wang Wei, Zhou Zhixin, and Shi Chuang, academicians of the Chinese Academy of Sciences; and, Yang Changfeng, Liu Jingnan, and Deng Zhonghan, academicians of the Chinese Academy of Engineering.

Governor Mao Weiming welcomed the guests and briefed them on the BDS applications and industrial development in Hunan. He said that in recent years, Hunan has been pursuing the market-oriented, industrialized, and international development of BDS applications. The province has fully leveraged its advantages as the source of core BDS technologies to accelerate the construction of a leading area for BDS applications. It has made all-out efforts to bring BDS applications from the sky to people's side, from China to the world, and from the present to the future.

Hunan is home to 565 BDS and satellite internet enterprises, with an entire industrial chain ecosystem of "satellites, rockets, networks, terminals, and data" taking shape. Last year, the province's aerospace and BDS industrial chain achieved revenue of 147.2 billion CNY, a year-on-year increase of 21.4%. Related products have been exported to more than 140 countries and regions, with a market share of 58% in countries involved in the Belt and Road Initiative. He expressed the hope that everyone would continue, as always, to care for and support Hunan's development, further deepening central-local government joint construction, collaborative innovation, and international cooperation. All parties are welcome to work together with Hunan to delve deep into BDS applications, arrange more high-quality projects in Hunan, transform more scientific and technological achievements in Hunan, and implement more application scenarios in Hunan. We will jointly build a new hub for the clustering of BDS and commercial aerospace industries, and create an even broader future for the BDS cause, so that BDS can better serve the world and benefit humanity, the governor added.

Xiong Jijun and other guests believed that Hunan is the source of core BDS technologies and a pioneering demonstration province for BDS applications in China. In recent years, the province has seized the development opportunities to cultivate a number of specialized and innovative "little giant" enterprises. It has formed a relatively complete BDS entire industrial chain layout, with a good development trend and broad prospects. They will work hand in hand with Hunan to strengthen joint research, expand innovative applications, improve the industrial ecosystem, and jointly create a "Hunan model" for BDS development.
