On January 21, 2026, five central government departments including the Ministry of Finance, the Ministry of Commerce, the Ministry of Culture and Tourism, the General Administration of Customs, and the State Taxation Administration jointly issued a notice on matters concerning duty-free shops at ports of entry. The notice announced the establishment of one new duty-free shop at each of 41 ports of entry to the country. Changsha Huanghua International Airport was selected as one of these ports.
According to the notice, these shore only offer duty-free goods to inbound international passengers.
Changsha Huanghua International Airport is no stranger to duty-free operations. It already hosts an outbound duty-free shop spanning approximately 500 square meters, featuring famous international brands across categories including tobacco, liquor, luggage, fragrances, and cosmetics.
