V. Improvement of the Government itself in all respects

We will incessantly reinforce reform and development of the government itself to make it satisfactory to the people through in-depth implementation of the Scientific Outlook on Development and realization of a powerful province and people’s rich life.

1. Making progress in law-based administration and reinforcing the democracy and legal system.

We will seriously fulfil resolutions and decisions by Hunan Provincial People’s Congress and its Standing Committee, deliver work reports by law, voluntarily accept legal oversight of People’s Congress and democratic oversight of Committee of Chinese People’s Political Consultative Conference (CPPCC) in accordance with the law, and encourage members of the democratic parties, Hunan Federation Of Industry Chamber Of Industry & Commerce and personages without party affiliation to take an active part in deliberation and administration of state affairs. We will earnestly handle bills, proposals, criticism, opinions of representatives and motions of members of CPPCC. We will give support to Hunan’s organizations such as Trade Unions，Communist Youth League and Women's Federation in carrying out work, participating in social management and public services. We will expand primary-level democracy, improve the systems for transparency in government, factory and village affairs and ensure the people to directly exercise their democratic rights in accordance with the law. We will formulate and improve rules and procedures for making major policies, act out in earnest the system of investigations and researches, experts’ demonstration, people’s participation, legitimacy review and collective decision-making. We will rigidly exercise powers and perform duties in conformance to administrative procedures, strengthen and improve legislative works in governments such as government legislation, administrative law enforcement, supervision by rank, administrative reconsideration and management of regulatory documents. We will improve the administrative oversight mechanism, practise the system of examining and approving major programs, the publicity system and the accountability system and improve supervision by the society and by public opinion. We will tighten administrative supervision and auditing.

2.Transforming government functions and enhancing service and quality.

We will conscientiously carry out reform of government institutions, make progress in innovation of the administrative system, integrating department functions, regulate institutional structure and rationalize the duties. We will proceed to deepen reform of the administrative examination and approval system, further downsize items subject to administrative examination and approval and standardize administrative examination and approval practices. We will adhere to separation of the functions of the government from those of enterprises, state assets management authorities, public institutions, commune management, industry associations and market-based intermediaries, make the best of the role of social organizations in public management and public service, tighten and better oversight on market, maintain social justice and order, put stress on serving the market participants and creating a development environment and pay the attention of the policies to solving the problem with people’ s wellbeing.

3 . Innovating government administration and focusing on heightening administrative efficiency.

We will unceasingly creat new ways and means of administration government, enhance the capacities of grasping opportunity for development , of dealing with complex scenes and of seeking for more welfare for the people. We will intensify efforts in development of efficiency of organs by carrying out performance assessment of government works, launching opinions and formula on the performance assessment so as to enhance the capacity of impementation of the government. We will standardize and improve the working procedure, heighten administrative efficiency and bring down the cost. We will step up efforts to increase application of e-government, build governmental portal websites and carrying out office online and service online. We will improve the public emergency response system to enhance the ability to handle emergencies and deal with extraordinary natural disasters so as to guarantee public safety.

4. Improving the work style to optimize the environment for economic growth.

We will deepen the communications with the masses at the primary level of society in practice and persist in resisting bureaucratism and formalism. We will persevere in staying realistic and pragmatic and striving to be better and fulfil various policies for boosting domestic demand with finer management, more scientific method and more powerful measures. We will establish scientific government information disclosure mechanisms, make an overall clearance of administrative examination rights, improve policy-making rules and procedures, generalize the system of publicizing auditing results so as to heighten the transparency of government work and the people's trust in the government. We will standardize administrative law enforcement, hashly investigate and deal with all cases of administrative nonfeasance and malfeasance in law enforcement, all cases involved in violation of various financial discipline and tighten supervision on public resources management rights in invitation and submission of project bids, government procurement, transfer of state-owned assets etc. We will constantly better the the legal framework, policy environment and service environment, invest much effort in tackling harmful practices in departments and industries, resolutely see to people involved in cases of infringement on interests of investors in an effort to foster a just, open, fair, transparent and expected environment for development and strengthen environmental competitiveness.

5. Persisting in exercising governance for the people and increasing efforts in development of public servants.

We will hold to the ‘Two Wills’ proposed by Mao Zedong throughout (the comrades will be taught to remain modest, prudent and free from arrogance and rashness in their style of work and will be taught to preserve the style of plain living and hard struggle.) and intensify the awareness of public servants for the people and the essence of the Party, take the lead in living frugally by strictly controlling general expenditures, realizing zero growth in administrative expenditure, cutting down expenses of car purchase and overseas travels on business, by sternly controlling approval of building of tall buildings, big mansions, hotels and guest houses in any name to avert ‘image projects’, which waste money and manpower, and visionary ‘vanity projects’. We will remain people-focused, pragmatic, clean in our work and reinforce building a clean government by implementing the cleanness accountability system comprehensively, severely investigating and coppling with all kinds of corruptions and keep an intrinsic political quality of uplifting, forging ahead with determination and being cleanness. We will show concern and care for primary-level cadres and stimulate the enthusiasm of public servants.

Fellow deputies,Our common experiences throughout 2008 are quite memorable. Opportunities and challenges co-exist in the prospect of 2009. We are looking forward to the coming of 2009 with confidence. Let us rally more closely around the Central Committee of CPC with Hu Jintao as the General Secretary, hold high the great banner of socialism with Chinese characteristics, follow the guidance of Deng Xiaoping Theory and the important thought of Three Represents, and comprehensively apply the Scientific Outlook on Development. Under the leadership of the Hunan Provincial CPC Committee, let us unite as one, stay realistic and pragmatic, forge ahead in a pioneering spirit despite difficulties, work diligently with greater achievements to embrace the 60th anniversary of the foundation of New China!
