Social Security and Welfare

In 2025, the per capita disposable income of residents in the province was 39,545 CNY, an increase of 5.0 percent over the previous year. By permanent residence, the per capita disposable income of urban residents was 53,369 CNY, up by 4.1 percent; and the per capita disposable income of rural residents was 23,501 CNY, up by 5.8 percent. The urban-rural per capita disposable income ratio narrowed from 2.31 in the previous year to 2.27. By region, the per capita disposable income of all residents in the Changsha-Zhuzhou-Xiangtan area was 58,851 CNY, up by 4.4 percent; in the southern Hunan area, it was 36,869 CNY, up by 5.3 percent; in the western Hunan area, it was 27,975 CNY, up by 6.0 percent; and in the Dongting Lake area, it was 37,110 CNY, up by 5.0 percent. The per capita disposable income of rural residents from counties lifted out of poverty was 18,193 CNY, up by 6.3 percent.

In 2025, the per capita consumption expenditure of residents in the province was 27,882 CNY, up by 4.2 percent over the previous year. By permanent residence, the per capita consumption expenditure of urban residents was 33,678 CNY, up by 3.2 percent; and that of rural residents was 21,156 CNY, up by 5.4 percent.

In 2025, the total number of newly employed people in urban areas stood at 827,000. By the end of the year, the total number of participants in the basic endowment insurance program for urban and rural residents reached 32.124 million. The total number of participants in the basic endowment insurance program for urban workers was 20.875 million, an increase of 0.2 percent. Among them, 14.851 million were active employees, and 6.024 million were retirees. A total of 51.319 million people participated in the basic medical insurance program for urban and rural residents, while 10.729 million participated in the basic medical insurance program for urban workers. The number of people participating in unemployment insurance programs reached 7.572 million, an increase of 0.9 percent. A total of 9.934 million people participated in work-related injury insurance, while 7.119 million people participated in maternity insurance programs. By the end of 2025, the number of people receiving unemployment insurance benefits reached 297,000.

A total of 281,000 urban residents received minimum living allowances from the government, with 1.69 billion CNY allocated for this purpose. In rural areas, 1.512 million residents benefited from minimum living allowances, with a total expenditure of 5.60 billion CNY. By the end of 2025, residential social welfare institutions had a total of 209,000 beds, serving 110,000 individuals. Among them, elderly care institutions provided 195,000 beds. There were 29,000 non-residential community elderly care service institutions and facilities providing no accommodation. The number of registered volunteers was 15.35 million. In 2025, sales of social welfare lottery tickets amounted to 8.19 billion CNY, raising 2.49 billion CNY for public welfare purposes. The ten major livelihood initiatives, comprising 24 projects, were successfully completed.

Xu Teli Project, renovation of 114 "Ai Wan" universities for the senior, the addition of 41,500 public childcare slots, and free disease screenings and diagnosis for 316,800 newborns.
