Postal Service and Telecommunication

According to the annual Statistical Communiqué on the National Economic and Social Development of Hunan Province, in 2025, the business volume of postal services totaled 52.92 billion standard units, up by 5.3 percent over the previous year. The business volume of telecommunication services totaled 79.11 billion CNY, up by 9.5 percent. By the end of 2025, the number of fixed-line telephone subscribers was 5.119 million, down by 5.3 percent; the number of mobile phone subscribers totaled 83.719 million, up by 4.1 percent; and the number of broadband Internet subscribers was 30.759 million, up by 5.1 percent.

5G Network Development


In the first half of 2024, there were 22,000 newly-built 5G base stations provincewide, with 160,000 ones completed cumulatively. This effort ranks Hunan 8th nationwide, significantly accelerating the full coverage of the 5G network.


New infrastructure construction across the province has stepped up upgrading. Zhuzhou, Xiangtan, and Hengyang were selected as national "cities with gigabit capability" in 2023. The first industrial zone-level backbone node of the Xinghuo Blockchain Infrastructure and Facility (Xinghuo BIF) in central China went online in the Changsha Economic and Technological Development Zone. Hengyang Mobile was ranked among the top 10 in terms of mobile network quality in medium-sized cities nationwide.


As a 5G base station started operation at Shangdong Village, Qunfeng Township, Hongjiang City, Huaihua in July 2025, all administrative villages across the province have secured 5G base stations. 


Communications network construction in remote rural areas has long been "tough nuts to crack" due to complex geography, dispersed populations, and difficult construction conditions. Under the unified deployment of the Ministry of Industry and Information Technology (MIIT) and with high priority placed by the CPC Hunan Provincial Committee and the Hunan Provincial People's Government, the province's information and communications industry has been steadily enhanced, with 5G coverage extending to rural areas. Hunan has vigorously advanced the universal telecommunications service program and the rural communication network consolidation and upgrade project, and successfully overcoming harsh natural challenges and high construction costs, and thereby ultimately achieving its construction tasks.


The full coverage of 5G base station in all administrative villages provincewide will consolidate the digital and intelligent infrastructure foundation in Hunan's rural areas. This will provide effective support for the intelligent and digital transformation in agricultural sector and rural areas, driving the integrated development of urban and rural digitization.
