Over the past five years, Hunan's industrial competitiveness has made a new leap forward. Five national-level advanced manufacturing clusters have been formed, namely, construction machinery, rail transit equipment, new-generation independent secure computing system, medium and small aircraft engines, and UHV power transmission and transformation equipment, ranking fifth nationwide and topping the central and western regions of China.
As of October 2025, Hunan has added one industrial enterprise whose annual revenue reaching 100 billion CNY, bringing the total number to four. Meanwhile, 24 enterprises achieved annual operating revenue exceeding 10 billion CNY, increasing the total to 53. There are more than 20,000 enterprises above the designated size, while small and medium-sized enterprises (SMEs) showing continuously enhanced vitality and competitiveness.
Five emerging clusters—advanced energy materials, advanced hard materials, new-energy vehicles, modern petrochemicals, and biomedicine—demonstrate strong momentum of growth. Additionally, 15 national-level and 40 provincial-level characteristic clusters for SMEs have been cultivated across the province, including Shaodong's lighter industry, Heshan District's aluminum electrolytic capacitors, Qiyang's functional fabrics, and Shuangfeng's agricultural machinery. These clusters have been injecting robust momentum into the high-quality development of the county economy.
In terms of the BeiDou industry, Hunan has three cities designated as pilot cities for China's large-scale application of the BeiDou Navigation Satellite System. The output value of Hunan's BeiDou industry has grown at an average annual rate of 26.8% over the past three years, and is expected to exceed 80 billion CNY this year. Over 906,000 sets of various BeiDou terminals have been promoted around the province, forming a complete industrial chain that spans from component R&D, end-products, and scenario-based applications.
During the 14th Five-Year Plan period, an array of "first and pioneering" achievements emerged in Hunan successively. The province took the national lead in rolling out incentive policies for "Five first" products (the first set of major technical equipment, the first batch of new materials, the first edition of high-end software, the first run of engineering tape-out chips, and first set of foundational electronic components). A total of 891 innovative products were recognized and rewarded, and several types of advanced equipment for the country were developed. Based on an open competition mechanism for manufacturing, Hunan has initiated projects to rebuild industrial foundations and tackle key challenges in major technologies and equipment, resulting in 1,768 technical breakthroughs.
Adhering to high-end, intelligent, and green development, Hunan's high-tech manufacturing and equipment manufacturing sectors have achieved value-added output growth at average annual rates of 13.9% and 10.2% respectively, with their shares in the total value-added output of large-sized industrial enterprises rising to 14.1% and 32.3%. The production of new energy vehicles surged from 52,000 units in 2020 to 771,000 units in 2024, recording a 13.8-fold increase. From January to August this year, 645,000 new energy vehicles were produced, ranking seventh nationwide.
Meanwhile, Hunan has implemented an "Empowering Enterprises with Intelligence" Campaign, vigorously promoting small, rapid, lightweight, and precise digital technology products and solutions. Five cities in the province have been selected as national pilot cities for the digital transformation for SMEs, 17 factories have been cultivated as national top-tier smart factories, and 907,000 enterprises have applied cloud platforms for their operations. Furthermore, the province has comprehensively enhanced green manufacturing and efficient resource utilization. Over the past five years, Hunan has added 196 national-level green factories, 20 green industrial parks, and 24 green supply chain management enterprises.
Industrial Clusters
Hunan Province possesses five national-level advanced manufacturing clusters and 15 special industrial clusters for SMEs. These clusters concentrate on their respective specific fields, and have established strong competitiveness in their respective arenas.
As a key national hub of advanced manufacturing, as of January 2025, Hunan has fostered five national-level advanced manufacturing industrial clusters—construction machinery in Changsha; rail transit equipment in Zhuzhou; medium and small aircraft engines in Zhuzhou; new-generation independent secure computing system in Changsha; and, Hengyang-Changsha-Zhuzhou-Xiangtan UHV Power Transmission and Transformation Equipment. The number of the businesses over designated size remains at more than 20,000.
According to the CCID Consulting's 2024 list of China's top 100 advanced manufacturing cities, Changsha ranked 5th nationwide, leading the other cities in central regions of China.
By the end of 2024, Changsha has formed 6 hundred-billion-yuan manufacturing clusters, including engineering machinery, advanced energy storage materials, electronic information, and automobiles and parts. Three national advanced manufacturing clusters have been cultivated, namely the Changsha Construction Machinery Industrial Cluster, Changsha New-Generation Independent Secure Computing System Industrial Cluster, and the Hengyang-Changsha-Zhuzhou-Xiangtan UHV Power Transmission and Transformation Equipment Industrial Cluster. It also established two national small and medium-sized enterprise characteristic industrial clusters, the high-end chemical pharmaceutical ingredient industry in Liuyang County-level City and the CNC grinding machine in Changsha County. In the first 10 months of 2024, the value-added of industry above designated size in Changsha increased by 8.8 percent year on year.
The Ministry of Industry and Information Technology in September 2025 announced the list of the fourth batch of special industrial clusters for small and medium-sized enterprises (SMEs) for 2025. Hunan has seven special clusters for SMEs added to the list.
The seven newly-added special industrial clusters are: the inspection and testing instrumentation and equipment cluster in Yuelu District, Changsha; the copper, lead, and zinc materials cluster in Changning County-level City, Hengyang; the power semiconductor cluster in Shifeng District, Zhuzhou; the bio-enzyme cluster in Jinshi County-level City, Changde; the inland river small and medium-sized boat manufacturing cluster in Yuanjiang County-level City, Yiyang; the functional fabric cluster in Qiyang County-level City, Yongzhou; and, the roadbed construction machinery cluster in Lianyuan County-level City, Loudi.
Intelligent Manufacturing
A report on Hunan's intelligent manufacturing sector was released in September 2025. According to the report, Hunan has entered the national top-tier rank in the overall strength of intelligent manufacturing sector, with its number of intelligent manufacturers, construction of production lines, and supply of system solutions achieving remarkable results.
As of the end of August, Hunan has 3,015 intelligent manufacturers, 4,920 intelligent production lines and workshops, and 34,309 intelligent work positions. Meanwhile, the province has recognized 43 provincial-level benchmark enterprises and 149 benchmark workshops in intelligent manufacturing, and 491 basic-level and 174 advanced-level smart factories. Seventeen enterprises have been shortlisted for the national excellent-level smart factories, ranking among the highest around the country.
The supply capacity continues to strengthen. Hunan has released six batches of recommended suppliers of intelligent manufacturing system solutions, with the total number of shortlisted enterprises reaching 263. Twenty-one enterprises have been selected as outstanding system solution suppliers, and 16 included in the national initiative to select the best candidates to undertake key projects through open competitions. These figures have demonstrated the continuously enhanced capabilities of Hunan in intelligent manufacturing technology and services.
