Foreign trade enterprises can handle cross-regional customs declaration, inspection and release within the province
The goods went through customs transit via the Shanghai Port before arriving at the Yueyang Chenglingji Port, based on the "customs transit plus integrated customs clearance" model. Under this model, the goods were declared in Changde and released after inspection in Yueyang, cutting customs clearance time by over 50%. Yang Liu, deputy division chief of the Comprehensive Business Division of Changsha Customs, said that the integrated customs clearance reform further improves clearance efficiency and enhances enterprises' sense of gain through internal process reengineering and streamlining within the customs authority. With this reform in place, Hunan's foreign trade enterprises are no longer subject to the regional restrictions of ports and territorial customs supervision, and can handle cross-regional declaration, inspection and release, and other procedures at customs offices in various cities and autonomous prefecture within the province.
A spokesperson from Hunan Xuhongda Local Produce Co.. Ltd. said that, as the year-end peak season for nut purchases and sales approaches, the company will take delivery of large shipments of nuts from Africa and Australia. With the integrated customs clearance reform measures in place, procedures have been further simplified and efficiency improved, which helps shorten production cycles and reduce production costs.
According to the Changsha Customs Authority, efforts will be made to further enhance reform and innovation, fully implementing zone-to-zone, zone-port linkages, and integrated customs clearance within the customs district, and promoting automatic customs clearance and release at customs supervision operation sites among the customs supervision sites, special customs supervision areas, territorial customs, and ports within Hunan Province.
