In the early hours of October 22, a China-Europe freight train loaded with Hunan-made construction machinery, automobiles, and auto parts departed from Changsha. The train will exit China via Manzhouli Port after transshipment and is expected to arrive in Minsk, the capital of Belarus, in 14 days.

At the customs supervision site of Changsha International Railway Port, gantry cranes keep operating, container trucks shuttle back and forth, and freight trains fully loaded with containers are ready for departure. According to Xingsha Customs statistics, in the first three quarters, the China-Europe (Changsha) freight train service operated a total of 798 train trips, a year-on-year increase of 10.1%, with import and export cargo value reaching 13.76 billion CNY, up 15.8% year on year.

The Xingsha Customs Authority under the Changsha Customs has continuously promoted the deep integration of supervision model innovation and technological application, rolling out facilitation measures such as "fast railway clearance" and "inspection before loading" to pioneer a new customs clearance path. Under the traditional model of "loading before customs clearance," goods were consolidated and packed outside the supervised site before entering the yard as a full container. If a particular item was flagged for inspection, the container had to be unpacked to locate the goods. Difficulty in locating the flagged goods, cumbersome unpacking of containers, slow reloading of goods, prolonged container detention, tedious operations, and low customs clearance efficiency jointly led to high logistics costs for enterprises. The Changsha Customs Port Supervision Division, together with the Logistics and Port Office of the Changsha Municipal People's Government and Xingsha Customs Authority, carried out institutional innovation at the Hunan Central South Consolidation Center, piloting the "inspection before loading" supervision model: enterprise declaration and customs inspection are handled before container loading; goods are put into warehouses and go through customs procedures, and then are consolidated into containers and shipped out of the warehouses.

"By innovating a supervision model 'inspection before loading + export-supervised warehouse,' we have moved the customs inspection process forward to eliminate the hassle of unpacking and repacking the consolidated goods, improving clearance efficiency by about 30%," said Xue Cheng, deputy section chief of the Logistics Supervision Section of the Xingsha Customs Authority.

"Now procedures are completed upon goods entering the warehouse, and containers depart as soon as they are loaded. This shorten the shipping cycle and reduce overall logistics costs by about 15%," said Zhu Haitao, head of the business department of Hunan Central South International Land Port Co., Ltd.
