Hunan's Annual Top Ten Key Livelihood Projects Progress Steadily

Hunan's top ten key livelihood projects for 2026 are progressing steadily, according to the provincial task force for meeting public expectations on improving people's livelihoods and enhancing well-being. As of the end of May, 33 of the 39 indicators across 23 sub-projects under these top ten projects had reached their expected progress. Among them, four indicators had already met their annual targets ahead of schedule: the issuance of special loans for stabilizing and expanding employment; the increase in urban and rural minimum living standards; the increase in the "two subsidies" for people with disabilities; and, the increase in minimum standards for the basic living security for orphans and de facto unattended children.

According to statistics, from January to April this year, Hunan's average surveyed urban unemployment rate stood at 5.5%, the second lowest among the provinces in central China. During the January-May period, the province added 354,600 new urban jobs, reaching 50.7% of the annual target. During the same period, 113,900 subsidized vocational training sessions were organized; 40,400 new public high school places were added; 63 primary and secondary school canteens completed renovation; and 193,700 square meters of new school building area were constructed. As of June 8, a total of 5.2278 million applications for consumer goods trade-in subsidies had been submitted across the province, with a cumulative claimed amount of 3.464 billion CNY, driving total sales of 34.18 billion CNY.

Li Yongjun, Party secretary and director of the  Department of Human Resources and Social Security of Hunan Province, stated that the department as the lead authority, will fulfill its functions of overall coordination, progress monitoring, and management oversight. It will regularly hold meetings and discussions with responsible units for key projects, and implement dynamic monitoring and precise supervision on project progress and quality indicators. Through the "One Code, One Platform" system, it will strengthen digital empowerment and leverage public oversight.
