Hunan Has a New National Technology-based Enterprise Incubator

The Ministry of Industry and Information Technology recently released the first batch of national list of technology-based enterprise incubators. The Yueyang Lingang High‑tech Zone Technology Innovation and Entrepreneurship Service Center made the list, marking an important milestone in the development of Yueyang's science and technology innovation system.

The center has been adhering to a full‑chain "mass entrepreneurship and innovation" service ecosystem featuring "project incubation – enterprise acceleration – industrial clustering," laying a solid foundation for the agglomeration of regional innovation resources and the upgrading of service capabilities. Serving over 300 enterprise cases per year on average, the center has fostered a sound ecosystem featuring a cluster of national‑ and provincial‑level incubators, industrial park investment attraction, and support for the development of high‑tech enterprises. So far, it has incubated more than 50 enterprises cumulatively.

The center has pioneered an "industry leader-driven incubation" model, leveraging the public technology service platforms of leading enterprises to spawn the projects that can "extend, supplement, and strengthen industrial chains." For instance, the Hunan Innochina Advanced Materials Co., Ltd. Aerospace New Materials Co., Ltd. established the Innochina Research Institute and the CNAS accredited laboratory, which in turn incubated an aviation sheet metal fabrication project. Through a combined model featuring "equity cooperation + entrepreneurial mentors + equitybased incubation," the center established a collaborative platform which has helped the registered enterprises secure over 300 million CNY in various forms of financing, including incubation funds, seed funds, microloans, and venture capital.

The center has also set up a provincial level college student entrepreneurship guidance studio. By collaborating with high educational institutions such as Yueyang Modern Service Vocational College as well as soliciting entrepreneurial projects, it has precisely identified 28 college student startup teams with market potential, signing cultivation agreements with them and providing them with "babysitter-style" followup services. To date, 20 college studentled startups and individual businesses have completed registration. Currently, the center has brought in 20 entrepreneurial personnel with master's degrees or higher, five of whom have been included in Yueyang's "Ten Hundred Thousand" Talent Program.
