On the morning of March 30, the first shipment of 220 tonnes of imported polyethylene resin passed through the checkpoint to enter the Changde Bonded Logistics Center (Type B), marking the center's official commencement of special customs operations. This creates a "golden bridge" for enterprises in Changde and northwestern Hunan to integrate into global supply chains and connect with international markets.
The Changde Bonded Logistics Center (Type B) is the only large-scale open platform with bonded functions in northwestern Hunan. The center was jointly approved for establishment by the General Administration of Customs and other three departments on June 22, 2025, and passed inspection on December 25, 2025. Establishing the center represents a significant achievement in Hunan's efforts to build a hub for reform and opening-up in China’s inland regions.
The center offers a full range of bonded import and export functions, including bonded warehousing, international logistics distribution, simple processing for circulation, and value-added services, comprehensively meeting enterprises' diverse foreign trade needs. Services such as bonded warehousing, distribution, and instant tax refunds—which previously required enterprises to handle in other regions—can now be processed locally, reducing logistics costs, accelerating capital turnover, and effectively alleviating operational challenges for businesses.
Changde is a key node city along the Yangtze River Economic Belt and a national logistics hub, boasting a robust industrial foundation and distinct regional advantages. Located in the Dongting Lake Ecological Economic Zone, the center effectively links the Yangtze River Delta economic circle, the Chengdu-Chongqing economic circle, and the Guangdong-Hong Kong-Macao Greater Bay Area. The convenient transportation network helps provide solid support for the distribution of goods.
On the same day, more than 20 foreign trade enterprises reached cooperation agreements with companies that have settled in the center. A spokesperson for the Port Office of the People's Government of Hunan Province noted that continuous efforts will be made to support the coordinated development of the center and port platforms across the province, and to assist in building the center into an international logistics hub serving northwestern Hunan and extending its reach to surrounding regions.
