On August 15, Sun Zhong, who is engaged in international freight forwarding in Changsha, paid a special visit to the Jinxia office area of Xingsha Customs Authority to express his gratitude for the "pre-security check+ one-stop inspection + zone-port linkage" regulatory model offered by the customs authority. This model facilitated the rapid customs clearance of goods for export, thus helping Sun's company avoid losses caused by breaches of contract.
Thanks to this new regulatory model, Changsha handled 93 China-Europe freight train trips in July, marking a year-on-year increase of 52.5%. A total of 7,554 twenty-foot equivalent units (TEUs) of goods worth 1.498 billion CNY were transported via the freight train service, growing 49.6% from the previous year.
Not long ago, a batch of molds that Sun's company was handling needed to be delivered to Russia within 18 days, and the order deadline was approaching. After learning about that, the Xingsha Customs Authority promptly guided the enterprise to follow the newly adopted regulatory service model. Under this model, customs inspection and other inspection procedures including declaration of security check for goods to be transported via China-Europe freight trains were proceeded in advance at the Central South China International Land Port Consolidation Center. Afterwards, containers were directly transported to the freight train station by truck, enabling rapid loading and departure. Sun noted that, "With this model, the goods arrived at the destination one week ahead of schedule."
To ensure steady development of China-Europe (Changsha) freight trains, the Xingsha Customs Authority has actively implemented the Changsha Customs' 28 measures to stabilize Hunan's foreign trade growth which were rolled out at the beginning of the year. In coordination with railway transportation departments, an innovative "pre-security check+ one-stop inspection + zone-port linkage" regulatory model has been implemented at the Central South China Land Port Consolidation Center. This has not only optimized operational processes but also achieved efficient collaboration among road, railway, and water transport stations in the Jinxia area. The customs clearance time for each China-Europe freight train trip has been reduced by 2 to 4 days on average, with cumulative logistics cost savings exceeding 400,000 CNY.
