Cao Zhiqiang, male, Han nationality, was born in July, 1975. He obtained a doctor's degree through an in service graduate course and is a member of the Communist Party of China (CPC). He is now serving as vice governor of the People's Government of Hunan Province, a member of the CPC Leadership Group of the People's Government of Hunan Province, and secretary of the CPC Changde Municipal Committee.
