The People's Government of Hunan Province and the China Anneng Construction Group Corporation Limited (China Anneng) signed a strategic cooperation framework agreement via video link on August 1, 2022. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of the People's Government of Hunan Province, and Zhou Guoping, secretary of the CPC Committee and chairman of China Anneng, attended the virtual signing ceremony and delivered speeches.

Li Dianxun, a member of the Standing Committee of the CPC Hunan Provincial Committee and executive vice governor of the People's Government of Hunan Province; Zhou Qingfeng, general manager of China Anneng; and, Deng Qunce, secretary general of the People's Government of Hunan Province, joined the meeting.

Governor Mao thanked China Anneng for its long-term care for and support to Hunan, and introduced the economic and social development of the province. He noted that Hunan and China Anneng Group share a good foundation for cooperation. The two sides have carried out a series of pragmatic cooperation in emergency rescue, water conservancy and hydropower construction, water environment management, and emergency industry development. He expected both sides to take the signing of this agreement as an opportunity to jointly promote the construction of emergency rescue forces, push forward the development of the emergency rescue industry, and accelerate the construction of infrastructure projects. Hunan will continue to optimize the business environment and create favorable conditions for China Anneng to thrive in Hunan, he added.

Secretary Zhou thanked Hunan for creating good conditions for China Anneng to develop in Hunan. He remarked that in recent years, Hunan's economic and social development has made great progress, the business environment has continued to improve, the mutual collaboration is highly complementary, and China Anneng is full of confidence in investing in Hunan. He said that China Anneng will combine what the group can do with Hunan's needs; give full play to its professional advantages; increase investment and development in Hunan's water conservancy, energy and other infrastructure construction fields; assist in the development of Hunan's disaster prevention and mitigation and emergency rescue systems; and, work together to build a new paradigm of central enterprise-local government partnership.

According to the agreement, Hunan will support China Anneng to cooperate with provincial enterprises and universities, and provide high-quality services and policy support for China Anneng's development in Hunan. Meanwhile, China Anneng will regard Hunan as an important target market, increase investment in emergency rescue services, infrastructure construction, natural disaster prevention, and civil-military integration development combined with its own resources and advantages, and fully support the economic and social development of Hunan Province.
