A matchmaking conference for investment and financing of major projects related to the "Six Networks" was held at the Development and Reform Commission of Hunan Province on September 24, 2026. The "Six Networks" refer to six types of modern infrastructure networks, including water, new-type power grids, computing power, next-generation communication, urban underground pipelines, and logistics. They form the core framework for infrastructure upgrading during the "15th Five-Year Plan" period (2026-2030). The meeting promoted targeted matchmaking between "Six Networks" project entities and financial institutions, focusing on addressing project financing difficulties.

The Development and Reform Commission of Hunan Province highlighted the "Six Networks" of Hunan Province, roadshow, and private investment projects, as well as financing and equity cooperation needs, and organized discussions on the "Six Networks" investment and financing guidelines. The Financial Office of the CPC Hunan Provincial Committee and the lead departments for provincial industries introduced demand suggestions for collaboration between the "Six Networks" and financial institutions. Subsequently, representatives from financial institutions, cities and autonomous prefecture, industrial parks and zones, and enterprises exchanged views on "Six Networks" investment and financing cooperation.

At present, the provincial "Six Networks" major project reserve list has initially included 3,531 projects with a total investment exceeding one trillion CNY. According to surveys, the total funding needs of all types for the provincial "Six Networks" projects exceed 500 billion CNY. The meeting discussed the "Six Networks" investment and financing guidelines, proposing to advance financing for commercial, quasi-public welfare, and purely public welfare projects by category, based on "one network, one policy" and focusing on "network integration."

The Development and Reform Commission of Hunan Province noted that the province will issue the "Several Measures of Hunan Province on Accelerating the Construction of the 'Six Networks'." It will continuously update the "Six Networks" project database on a rolling basis, match financing and equity cooperation needs on a point-to-point basis, compile project investment and financing handbooks, and promote targeted matchmaking between projects and capital.
