Changsha Presents Green Cards to Overseas High-caliber Talents
Changsha Public Security Bureau presented the Aliens' Permanent Resident Card (also known informally as Chinese green card) to the family members of American professor Han Zhiyu in Changsha on the morning of August 12, 2011.
Since 2009, Changsha has introduced 74 overseas high-caliber talents, including 26 persons who belong to the national "Thousand Talents Program" and 28 that are listed in the provincial "Hundred Talents Program".
Changsha Public Security Bureau has completed such procedures as Aliens' Permanent Resident Card, multi-entry visa, residence permit, and returning of overseas Chinese for over 20 high-caliber talents and their family members. The bureau has also offered green channels to 50 odd high-level talents and their family members.
That day, the Population and Exit-Entry Administration of Changsha Public Security Bureau made public commitments: high-level talents can make an appointment by phone and handle relevant procedures entirely accompanied by specially assigned persons; their application for returning home is not restricted by the place of registered permanent residence.
