The 2017 “Green Guard” Work Conference and environmental protection training course was held in Shaoshan on February 25 and 26, 2018. Nearly 200 environmental protection volunteers, from 8 cities in the Xiangjiang River basin, attended the training camp. A mobilization order was issued at the meeting. It called for comprehensive actions being taken to the “One Lake and Four Rivers”; namely, the Xiangjiang, Zijiang, Yuanshui, and Lishui rivers, and Dongting Lake. In all covering the 13 cities and one prefecture of the province.

The "Green Guard" Action Plan, is an important part of Hunan’s “No.1 Project” involving the Xiangjiang River environmental protection and treatment. It was launched in November 2013. Last year was its second three-year plan period. The Hunan Citizenship Office, the Hunan Voluntary Service Working Committee, the Hunan Provincial Environmental Protection Department, and the Communist Youth League of the Hunan Provincial Committee recruited 200 new volunteers to participate in the event. They were divided into 24 brigades by region. Monitoring points were also set up. The Hunan Provincial Green Guard Joint Office organized voluntary activities such as “Tracing the Origin of the Xiangjiang River,” “Green Civilization starts from individuals”, and “A Bird's eye view of ‘One Lake and Four Rivers’”. These green guards were supervisors, watchers, recorders, and communicators. Three teams in Xiangtan observed more than 300 sewage outfalls and reported more than 50 environmental pollution offenses. The Yueyang Dongting Lake brigade stopped more than 100 illegal fishing operations while rescuing and releasing 81 wild birds. They have become an important force in environmental protection.
