Project content: In May 2004, Ministry of Science and Technology and Hunan Provincial People’s Government separately conferred Yiyang Hi-tech Zone “Advanced Manufacture Technology Industrial Base for the National Torch Plan” and “Provincial Base for Utilization and Industrial Development of Scientific Research Results of Institutions of Higher Learning and Scientific Research”, and “Sci-tech Park of Central South University” settled in Yiyang Hi-tech Zone. At the 4th Central China Investment and Trade Expo in April 2008, Yiyang was conferred by the Ministry of Commerce “Key Base for Accepting Processing Trade Gradient Transfer”. In the recent years, Yiyang Municipal Party Committee and Municipal Government have utilized the scientific development conception to make an overall arrangement of the economic and social development and seized the strategic opportunity of “Rise of Central China” to promote new-type industrialization. A large number of large state-owned enterprises, China Top 500 enterprises and listed companies have settled in Yiyang, such as China Nucleus Industry Group, China Haohua Group, China Electronic Sci-tech Group, Xinxing Cast Tube Group, China Hardware and Mineral Products Group and China Tea Industry Group. The whole city enjoys continuous, healthy and rapid economic development situation and has achieved new progress in the industrialization, agriculture industrialization and urbanization. In 2007, the whole city realized GDP of RMB 41.762 billion, with a growing rate of 14.8%, the growing rate was quicker than that of the last year by 2.8 percentage points and hit the highest growing rate recorded since the reform and opening up. However, Yiyang lacks a standard logistic park with a large size. Yiyang Municipal Party Committee and Municipal Government plan to build a central logistic park at Yiyang Railway Cargo Station.
Located at Yiyang Hi-tech Zone and by Yiyang-Ningxiang Highway, Yiyang Railway Cargo Station has only 10 minutes’ ride to Changsha-Changde Expressway and is the intersection of Shimen-Changsha Railway and Luoyang-Zhanjiang Railway. Benefiting from its communications advantage and location advantage, the project is sure to be built into a logistic park with perfect standardization, large size, information service and network management to promote logistic service through commercial circulation and attract and integrate various logistic resources through advanced information platform. The logistic park shall provide Yiyang and its neighboring cities with all-round logistic services including transaction, show, transport transfer, collection & distribution, warehouse storage, transport, packing, circulation processing information and so on.
Yiyang Central Logistic Park covers a total area of 1,200 mu or so, including 644 mu for warehouse storage, 59 mu for administration offices, 51 mu for industrial land, 68 mu for commercial and financial service, 316 mu for roads and squares and 70 mu for landscaping. With a construction period of 3 years (from 2009 to 2011), the project shall be constructed under a integral plan and be implemented in stages. Up to now, we have finished planning and feasibility study for the project. The project enjoys relevant preferential policies granted by the central government, provincial government, municipal government and Hi-tech Zone.
