1.General scope
The project includes building a new 120,000t/y bulky mechanical paper line and upgrading the existing paper system; Building a 98,000t/y chemimechanical pulp line and maximizing the potential of existing pulping system. Building a new power system with 2×180t/h circulation fluidized bed type boilers and 1×50MW double extration condensing turbine based on the principle of heat and electricity co-generation and power determined by heat, and eleminating the existing power system with low energy efficiency. In addition, building an effluent treatment sub-project with daily capacity 55,000m3 and improving the exsiting environmental facilities are also included in the scope.
2.Background
Yuanjiang Paper Co., Ltd (the former Yuanjiang Paper Mill), located in Qionghu town, Yuanjiang, Yiyang, Hunan Province, was founded in 1958, and was merged into Hunan Tiger Forest&Paper Group as a sub-company in March, 2003. It is near the Dongting Lake, which provides the company with very convenient transportation condition and plenty of resource such as freshwater, reed, poplar, etc. Therefore, here is a perfect place for paper-making industry. Yuanjiang Paper has an area of 1,100,000 m2, a total asset of 1,770,000,000 RMB and 1563 employees, in which there are 213 professional technicians. In 2007, the sale income of the company reached 750,000,000 RMB, and its profit tax was 110,000,000 RMB. Moreover, all the main economic indices of the company are placed the first in local industrial enterprises.
In order to build Yuanjiang Paper into a “resource conservation and environment friendly” new-style industrialization enterprise, and also make contributions to the construction of “resource conservation and environment friendly” society in Hunan Province, Yuanjiang Paper Co. decided to implement a 120,000t/y bulky mechanical paper project with integration of comprehensive technical upgrade and environment treatment.
Tiger Forest & Paper Group owns 2m mu forest bases(=133,000ha.), which can be used as part of raw material for the project; furthermore the soil and climate conditions in Yiyang area are suitable for the growth of wood. The commercial poplar forest in this area amounts to 1.5m mu(=100,000ha.), these will provide the project with sufficient wood resources.
Meanwhile, the water and land transportation is convenient, fresh water, electricity and chemical resources are abundant in Yiyang City, all of these create a perfect environment for the Yuanjiang Paper new comprehensive project.
This 120,000t/y bulky mechanical paper project is based on extensive technical upgrade of existing paper making system and “using the new project to promote the improvement of the existing facilities”, combines new and old system as a whole, takes the advantages of existing available human resources and management theory, makes full use of production potential. It is a superior project with economic investment and quick investment payback period.
It’s planned to stop the existing power system with low energy efficiency, and start up an integrated power plant consisting of two 180t/h recirculation fluidized bed type boilers and one 50MW double extraction condensing turbine set, by following the principle of heat and electricity co-generation and power determined by heat demand. By then, 35,360 tons of biomass will be added to the fuel mixture. With the recirculation fluidized bed fuel mixture technology, heat efficiency will be improved from original 55% to 61.73%, not only total capacity will expand by 120,000t, but also the energy equvilant to 51,300 t coal will be saved.
The effluent treatment principle of this project is “to combine new and old system as a whole,” “to use new project to promote the development of the existing facilities”. The new comprehensive effluent treatment plant will handle both existing excess effluent discharged to outside and effluent from the new project. By integrating a new advanced effluent treatment process, it enables the discharge water to meet the updated Discharge Standard for Waste Water of Paper Industry GB3544-2008, to fulfill the requirement for sustainable and environmental development of the industry, and to reduce the COD load of discharge water greatly.
After this project is put into practice, the total production capacity of Yuanyang Paper Co., Ltd. will be increased to 350,000tons from 200,000tons, though the waste water amount will be increased as well, the total effluent discharge will be decreased to the minimum level. In Yuanjang Paper Co., Ltd., the effluent to be treated is a must so that the discharge can meet with the new national discharge standards. The execution of the project will significantly improve the environment conditions around the Dongting Lake, and greatly benefit to both environment and sociality. It is real actions to practice the stratagem of“Green Yuanjiang Paper”, and plays an important role in promoting the society stability and sustainable economy development of the area.
