We are going to establish an industrial waste water treatment plant with a special Sewage Pipe into Zi River, which can dispose 40,000 tons of Waste Water per day, in order to change the history of the Waste Water from Longlin Industrial Park into the New River; We are also going to shut or close some polluting enterprises along the New River treatment line, deeply and effectively dispose or manage some enterprises with large amount of waste water emissions such as Yiyang Longyuan Textile Printing and Dyeing Ltd., Yiyang Xijiang Hydrogen Peroxide Plant, and Heshan Jinyuan Rare Earth Plant through wastewater Reuse Project, so as to gradually renew the three-type of water features. This Project construction will be included in the Xiang River Comprehensive Improvement Project.
Project Development Background:
Longlin Industrial Park is one of the most Successfully developed Industrial Parks of Yiyang City, which has 43 large-scale enterprises and 91 park-inside-registered enterprises. It covers an area of 11.09m2 (first project), with annual output value of 2.5 billion Yuan and profit tax of 150 million. Now the everyday water displacement amount reaches to 18,000 tons and everyday water displacement amount will be 40,000 tons after the completion of the Park development. During the initial stage of construction, since we don’t have a perfect independent sewage treatment Plant, with a large amount of industrial waste water into the New River, it’s very imperative and imminent to construct a waste water treatment plant so as to be line with construction requirements of the Industrial Park and avoid the conflict with the related Planning.
The New River is a flood-stop river connecting Xiang River in the terminal in Heshan District which belongs to a seasonal one. The main functions of it are fishery and agricultural irrigation. It belongs to a class-3 waters with a length of 41.35km through 4 towns. The New River is deeply polluted because of the large amount of waste water from the enterprises in Longlin Industrial Park and from some other plants along the river. So it loses some waters function and badly affected the local ecological environment and living environment. With the development of local economy, Heshan District People’s Government has put the New River treatment on an important agenda.
Market Analysis:
It is quite feasible to build the Sewage Treatment Plant since it accords with our national industrial and environmental policies and belongs to the project encouraged and supported by the state. It is possible for us to get some capital investment by our state and also to get the supporting capital by local authorities for the construction of the plant. After the completion of the sewage treatment plant, the plant can be operated by the developers, and the waste water treatment price can be decided by people’s government according to the actual situation after hearings. The treatment of the other factories along the New River can be done in the same way.
The land use for the project and related preferential policies:
The project will cover an area of 100 Mu. Longlin Industrial Park has been included in the key land for industry transfer by Ministry of commerce, and its construction capital can be part of the production cost. Heshan District People’s Government has promised that 70% 0f the land- use income will be used as a prize for the treatment construction. At the same time, Heshan District People’s Government will be responsible for all the approval Procedures and provide good services.
