Developing Background:
Wind power is unlimited reproducible resource, and it is also clean energy. It has become the effective measures for realizing sustainable energy strategy to explore and apply the wind energy which has the same exploring efficiency with the water and to improve the wing-electric technology, equipments and the levels of localization, and promote the development of high-tech industries. Da Tong Hu district belongs to Yiyang administrative region, with total area of 378.3 km2 and population of 136,000. It resides close to the east Dong Ting Lake in rich of wind resources. To meet the requirements of developing the recycling economy, it’s critical to develop the application of wind energy based on the local area for building a bulrush scene line, realizing electricity complementation, stimulating industrialization of agriculture and improving yields of agriculture, farmer and country.
Location of Wind Power Plant:
It locates at the Duogan Zhou of Da Tong Hu district, facing the eastern Dong Ting Lake, at the geographic coordinates of E 112°45′56″, N 29°09′05″. It’s 10.35km from south to north, 5-7 km wide from east to west, covering an area of 51.75 km2 with sea level of 29.2-30.6m and extreme plain terrain. All these characters contribute to a typical ideal wind power plant area.
There is also convenient traffic access. In the east, Duogan Zhou is 90km to Yueyang, 100km to Yiyang on the south and 170km to the capital – Changsha. The Dong Ting Lake also leads this area to main rivers and seas, and No.202 provincial road here leads to all directions as well. The Chang (Changsha)—Chang (Changde) highway and Yue (Yueyang) – Chang (Changde) highway connect here easily to Yiyang station in the junction of Shi (Shimen)– Chang (Changsha) railway and Luo (Luoyang)– Zhan(Zhanjiang) railway, and Yueyang station on the Jing (Beijing)-Guang (Gaungzhou) main railway as well. It’s also easy to taketflight with 3 hours’ driving to Huanghua International Airport in Changsha.
Geological Conditions:
Duogan Zhou is formed by the alluvial sands and soils from the burst of Ouchi of Yangtse River in late Qing dynasty and Yuan and Li Rivers, which created a plain terrain and 30 m of sea level. The sand sediment declines to Alkali with PH value of 7.5-8.5. The geological section drawing protracted by the Hunan Academe of Survey and Design of Water Conservancy and Electric Power in October of 1996 shows that the soil here are consists of three layers, 1.0-1.5m thick of silt and powder soil, 1.5-2m thick of fine sands layer and around 1.0m of clay and silt layer from surface down to underground.
Wind Resources:
The weather data about wing in Da Tong Hu district during 1961-2003 indicates that the average speed of North Wind is 3.75m/s with appearance frequency of 48%, the average speed of South Wind is 2.83m/s with frequency of 25%, which means the frequency of the North-South wind is 73%. Analogy based on the comparison observation data shows that the appearance frequency of the wind in speed of 5 m/s or above can reach 73% or more, comparing with the state standard saying that the over 3000 hours of wind with annual speed of 5 m/s or higher are eligible for building medium-large wind power plant, a large wind power plant is able to be built and applied in this district.
Preferential Policies:
Favorable purchasing of the grid connection has been stipulated in early 1994 by the former Department of Electricity Power Industry. It indicates that the wind power plant has the right to get close grid connection and the electricity department should purchase all the electricity output, the price can be settled in the principle of “Generating cost + pay interest on loans + reasonable profit”. The part that is higher than the average price of the Grid shall be distributed within the Grid. The Nation Economic and Trade Commission has emphasized the above stipulation again in the notice of <<the suggestions on further promoting the development of wind generating>> No.1286 of NETC Electric Power (1999). Further more, as approved by the State Council, the Financial Department and State Administration of Taxation have stated in documents that the due VAT shall be half deducted as a preferential policy to wind power industry.
Concessionary terms on granting land:
The investors should apply and obtain the right for using land complying with related laws and regulations. The land will be granted for the project on concessionary terms, and the prices are to be confirmed by the committee of the district and managing committee through respective detailed discussion and rewards on the prices will be given to the investors. Regarding the land drawing to be granted, investing in the infrastructures’ construction and social public welfare establishments in the stipulated scope of < The allocation of the right to use state-owned land> would be granted the land by applying administrative allocation.
Preferential policy on the taxes and dues:
Since the date of signing the projects, the part of taxes mount to be owned by local district will be deducted to 60% per year in the first two years, and 30% per year from the third year to the fifth year. The deduction will be listed as the awards to the investors to stimulate and encourage the expanding of enterprises and re-production. For the projects of which the capital investment amounts to 50 million yuan or more, the favorable stipulated fees will be confirmed through discussion separately.
