Developing Background: Da Tong Hu district locates at the centre of the economic area circling the Dong Ting Lake with easy accesses to all directions. The whole area is penetrated by the provincial major road No. 202 which leads to Changsha, the capital of Hunan province, in 2.5 hours’ driving, and 1.5 hours’ driving to Yiyang, Yueyang and Changde cities respectively. It’s only half an hour driving distance to the Hang(Hangzhou)-Rui(Ruili, Yunan) Hingway’s connection in Nanxian. There are also inland channels extending in all directions, entering the Dong Ting lake which leads to many main rivers and seas finally by Shaiyang canal. The four provincial main wharfs---Yiyang, Yuanjiang, Mao Caojie and Cheng Lingji wharfs are all located around Da Tong Hu district.
Da Tong Hu district has long history and profound culture in Chinese history. There are many cultural spots where some famous Chinese historical stories happened and Wangjia Dam Da Xi Neolithic cultural heritage. In the past half century, generations of peasants habitat in this area strived for developing with breaking through hardships, walked through the 50s’ of cultivation, 60s’of planting crops, 70s’ of opening industries, 80s’ full of farming, industry and commerce and 90s’ of well-to-do living, which accumulated profound culture of cultivation by educated urban youth and army culture in Nan Wan lake. As Bai Ju Yi expressed, “A lady grew in boudoir without be knowing by others,” this is exactly fit for describing Da Tong Hu since it is a lake in Dong Ting lake, is named as the first lake of Hunan province due to the 120,000 mu (1 mu =666.67 Sq.m) of water area. The water beautifies the lake, and the lake feeds the people. Da Tong Hu district is the typical plain lake area, having the subtropical monsoon wet climate with rain and heat in the same season. There are lots of channels and rivers intercrossed as a water web here which produce abundant aquatics, fishes, algae and attract various of birds, so the farming, herding, fishing and tour are all prospective here.
General plan:
In one word they are planed to be “One centre, two combinations and three tour areas”. One centre means the central town – He Ba town which is planned to be built as the centre of the Dong Ting Lake tour. Two combinations: the first is combining the all the eco-resources to develop the eco-tour, providing boating, camping and barbeque entertainments, scenes of blossom flowers, swimming fishes, singing birds and banks of willows to bring all people’s life back to the nature of shining lake and glistening water. At the same time, attentions must be paid both to the soft and rigid environment (policies of the government, human cultures and customs are called soft environment, resources, worker force and infrastructures etc. are called the rigid environment.) to transfer the eco-resources to environmental and tour resources and to the final economic profits. The other one is combining tour and agriculture to develop the agricultural tourism. The whole district is planned to be built as an eco-agricultural area where large amount of “green foods” are produced, realizing the transformation from agricultural tour and resources to products and markets, to the final economic profits. Three tour areas: the first is Dong Ting Lake water resorts and entertainments. The main tour items are Lake Viewing, Fishing, Moon gathering on the Mid-autumn day, Da Tong Buddhist Temple and all Fish banquet. The second is the thousands acres of Lotus resorts in Qian Shan Hong, with main tour items of the “Lotus in summer”, “Picking Lotus seeds in early Autumn”, “Chess in the willow shadow”, “Poems’ Gathering” and “Lotus Flower Festival”. The third one is the Dong Ting special vocational tour resorts in Da Dong Kou with main tour items of Water Power Dam tour, Camping and barbeque in Huzhou, Spring walking in Lu Hu, Bulrush tour site, Wave’s view in flood season, Fishing and Listening the Fishing songs, and enjoy the boundless snow scene.
Contents of the Project:
Based on the tangible and intangible resources, the Da Tong Hu agricultural eco-tourism is divided into four categories according to the different function and location. The first category is the booths and kiosks surrounded with lotus and willows around the lake. Tourist can express their poetical fun and any inspirations here. The second category is buildings on the lake. There is a saying that Dong Ting Lake is consisted of thousands of small lakes, but there is only on unique mystery cavity in the lake area, and Da Tong Hu district is exactly regarded as this cavity through the history. Buildings on the banks of this “cavity” lake would be an integration of nature and man craftworks. They are mainly entertainments on the water, decorated kiosks, Dragon Gate, Fishing platforms and artificial Islands. The third one is the traveling tour on the lake. The theme is the combination of the flourish and peace. Various boats for fun are provided here for couples and family. The forth one is the Human Festivals. Fish has been regarded as the mascot since the long ancient history. There are many related cultural festivals like Fishing Forum, Fishing Experiences’ Exchange, Fishing Trading Fair, Full Fish Banquet, Fishing Villages and Families. There are many competition activities in plan as well like singing contests, painting and calligraphy contests, vivid ambassador selection contests, fishing and boating contests etc.
Concessionary terms on granting land:
The investors should apply and obtain the right for using land complying with related laws and regulations. The land will be granted for the project on concessionary terms, and the prices are to be confirmed by the Committee of the District and the Managing Committee through respective detailed discussion and rewards on the prices will be given to the investors. Regarding the land drawing to be granted, investing in the infrastructures’ construction and social public welfare establishments in the stipulated scope of <<The allocation of the right to use state-owned land>> would be granted the land by applying administrative allocation.
Preferential policy on the taxes and dues:
Since the date of signing the projects, the part of taxes mount to be owned by local district will be deducted 60% per year in the first two years, and 30% per year from the third year to the fifth year. The deduction will be listed as the awards to the investors to stimulate and encourage the expanding of enterprises and re-production. For the projects of which the capital investment amounts to 50 million yuan or more, the favorable stipulated fees will be confirmed through discussion separately.
