Qualifications

A foreigner having foreign reception certificate; with the scope, means and contents of the travel and investigation activity conforming to the relevant laws and regulations.

Procedures

I. Acceptance

1. Person in charge: official at Wild Animal and Plant Protection Office of the Forestry Department. (Tel: 0731-5550700）

2. Responsibilities and authorities: Make sure the materials required for the approval falling within the functions of the administrative organ and application materials are complete and consistent with the statutory form. Also, the application for administrative license should be made within the time limit prescribed in laws and regulations. 

3 Acceptable period of time : immediately

II. Censoring

A. preliminary examination

Person in charge : official of Wild Animal and Plant Protection Office of the Forestry Department.

Responsibilities and authorities:

Examining the legality and authenticity of the materials submitted by the applicant according to permissive conditions

Submitting opinions of preliminary examination to the person in charge of the department for reexamination

Acceptable period of time：6 workdays

B. Reexamination

Person in charge: Chief of Wild Animal and Plant Protection Office of the Forestry Department.

Responsibilities and authorities:

For the qualified cases, putting forward opinions and submitting it to the Director of the Forestry Department for examination and approval；

For the rejected cases, submitting disqualification reasons in written form.

III． Determination

Person in charge : leading member of the division of Forestry Department

Responsibilities and authorities

Examining and approving the review opinions in accordance with the standards. If approved, the cases shall be signed in agreement and submitted to the Provincial Wild Animal and Plant Protection Office of the Forestry Department for obtaining the approval sheet. Otherwise, the applicant should be informed of the reasons and the cases will be submitted to the Provincial Wild Animal and Plant Protection Office of the Forestry Department.

Acceptable period of time：2 workdays

Public notification

Person in charge: official at Wild Animal and Plant Protection Office of the Forestry Department.

Responsibilities and authorities

1. If the case is approved, the approval sheet shall be filed and given to the applicant; if it is rejected, the applicant shall be informed of the reasons of disapproval and his rights to apply for reconsideration or approach with an administrative lawsuit in written form.

2. Filing away the textual materials as required after all the work is done.
