Hunan Issues Five-year Plan on Energy Conservation and Emissions Reduction

The Hunan Provincial People's Government recently issued the implementation plan on energy conservation and emissions reduction during the 14th Five-Year Plan period (2021-2025) . 

According to the plan, Hunan will cut its energy consumption per unit of GDP by 14% by 2025, compared with 2020 levels. The total energy consumption will be appropriately controlled. The emissions of chemical oxygen demand, ammonia nitrogen, oxynitride, and volatile organic compounds in major projects will be reduced by 0.1304 million tons, 8, 900 tons, 50,400 tons, and 23,800 tons. Policies and mechanisms for conserving energy and reducing emissions will be improved. Energy use efficiency in key industries will be elevated greatly. The increase in CO2 emissions will be effectively controlled. A green and low-carbon circular economic development system will be preliminarily formed.

Aiming to achieve carbon peaking and carbon neutrality goals, the plan mapped out ten major projects; highlighted key industries such as steel, non-ferrous metal, building materials, and petrochemicals, and key fields including industrial parks, cities and towns, transportation, agriculture and rural areas, public institutions, and environmental infrastructure; and, stressed reinforcing pollutant emission reduction and comprehensive treatment of volatile organic compounds.

The plan noted that, by 2025, steel manufactures will have achieved an extra-low emission transformation; newly-built urban buildings will be assessed with the eco-friendly building standards; about 20% of new car sales will be contributed by new-energy vehicles; and, the share of non-fossil fuels in total energy consumption will increase to about 22%.
