Hunan Postpones Business and School Opening for Coronavirus Control

On January 31, the CPC Hunan Provincial Committee and the Hunan Provincial People’s Government decided to postpone business and school reopening to curb the spread of the coronavirus. This decision was made after the State Council, China's cabinet, extended the seven-day Spring Festival holiday, and postponed the beginning of the spring school semester.

1. Local enterprises shall not resume business earlier than February 9 at 24:00. The exceptions are: urban and rural utility operations, such as electricity and gas suppliers, telecommunications, public transport, environmental protection, and public service and sanitation; production, transportation and sale of epidemic prevention and control necessities, such as medical apparatus and instruments, medications, and protective equipment; necessities, such as supermarkets, food production, logistics; enterprises important to the national economy and the people’s livelihood related business; and, others that are especially urgent. Employers should guarantee legal interests of the employees.

2. Hunan Province kindergartens, primary, and middle schools, will not open earlier than February 17, and universities not until February 24, 2020. The specific opening dates will be determined after the coronavirus prevention and control situation is studied. Openings will be announced by the Hunan Provincial Department of Education in advance. Opening dates for technical colleges will be determined by each city and prefecture accordingly, and will be consistent with other local colleges and universities. Schools, including training institutions, must not encourage students to return to school prior to the opening date and are not to organize any form of offline centralized teaching activities, collective activities, or training activities.

3. As for those whose work requires their return to Hunan, relevant departments and their working units in each city shall strengthen quarantine inspection and health protection, and report the relevant information in a timely manner. All individuals who have had contact with coronavirus outbreak areas shall be subject to close medical observation, isolation, and other measures to achieve full coverage.

4. All companies, schools, and other employers are to fulfill their responsibilities to assure epidemic prevention and control and related services, including employee, student, and faculty health examinations; allocating personal protection equipment and quarantine inspection places; and, improving public hygiene and conducting disinfection in key buildings.
