Hunan Unveils Five-Year Plan for Building an Advanced Manufacturing Hub

The Hunan Provincial People's Government recently issued the 15th Five-Year Plan for Advancing New Industrialization and Building a Strong Manufacturing Province, outlining a roadmap for the development in the next five years. 


The plan focuses on five major categories—scale and capability, structural optimization, innovation-driven development, industrial cluster growth, and green and safe development, establishing 21 specific indicators. It aims to ensure that by 2030, the overall strength of Hunan's advanced manufacturing sector will be firmly positioned within the nation's first tier, and that by 2035, the province will have become a manufacturing powerhouse and an advanced manufacturing hub of national significance.

The plan proposes a series of expected goals: the average annual growth of value-added of manufacturing enterprises above the designated size will remain above 6.5%; the share of advanced manufacturing in the overall manufacturing sector is to rise to over 54%; the number of enterprises with revenue exceeding 100 billion CNY is anticipated to increase to eight, while those exceeding 10 billion CNY to 65; the number of nationally significant advanced manufacturing clusters is to reach six or seven; and, the added value of the core digital economy industries is to account for 9% of GDP.


A classified policy approach will be taken to coordinate the development of four categories of industries: transforming and upgrading traditional industries such as petrochemicals, metallurgy, non-ferrous metals, building materials, food, light industry, and textiles; consolidating and extending competitive industries like construction machinery and rail transport equipment; cultivating and strengthening emerging industries including new energy vehicles (NEVs), electronic information, new materials, aerospace, and intelligent weighing instruments; and, prospectively laying out future industries such as artificial intelligence, life engineering, quantum technology, and frontier materials.

With landmark projects for building an advanced manufacturing hub as the primary focus, eight key tasks are laid out in a dedicated chapter: cultivating enterprises with revenue exceeding 100 billion CNY; building advanced manufacturing industrial clusters; expanding and deepening large-scale applications of BeiDou; implementing the "AI + Advanced Manufacturing" initiative; boosting green, low-carbon, and safe development; comprehensively shaping new advantages for integrated development; fostering a coordinated regional industrial development pattern; and, continuously optimizing the industrial development ecosystem.

Hunan's manufacturing development highlights the reshaping of new advantages through integration: deep integration of technology and industry; deep integration of the real economy and the digital economy; two-way integration of advanced manufacturing and modern services; and, promoting the two-way transfer of outcomes between military and civilian sectors in fields such as aerospace and high-end intelligent equipment.

Regionally, Hunan will develop the Changsha-Zhuzhou-Xiangtan (CZT) core growth pole for advanced manufacturing, while enhancing the capacity levels of Yueyang and Hengyang as two provincial sub-centers, and promote differentiated and complementary development of the "Three Belts and Four Zones."
