Hunan Improves Medical Insurance Benefits for Urban and Rural Residents

The Hunan Healthcare Security Administration announced on April 3 that, over the past year, Hunan has rolled out a series of medical insurance measures to benefit the people and conduct targeted poverty alleviation, to increase sense of fulfillment of both urban and rural residents.

A unified medical insurance service for urban and rural insured residents has been in place. Per capita government subsidies for basic medical insurance for rural and non-working urban residents rose from 490 yuan in 2018 to 520 yuan at present, and individual deposit into the medical insurance account increased from 220 yuan to 250 yuan. Both the urban and rural residents can enjoy unified reimbursement of general outpatient expenditures within limit, with the rate raised to 70%. 

A unified serious illness insurance scheme has been implemented. The individual fundraising standard was raised to 65 yuan, while the payout threshold lowered by a half. The reimbursement rate was raised by five percentage points in general, and another 5 percentage points more for poor people to reach 65%.

A unified outpatient drug service for high blood pressure and diabetes has been rolled out for both urban and rural patients. The outpatient drugs for chronic diseases like high blood pressure and diabetes are reimbursable with a reimbursement rate at 70 percent.

Hunan has established complete medical assistance system to normalize identification of assistance subjects, and specify policies of payment. Statistics show that, in 2019, Hunan gave a subsidy at not less than 50% to all registered poor residents who participated in the basic medical insurance, a full reimbursement to people living in extreme difficulty, and fixed subsidies to people living on subsistence allowances. During the year, a total of 1.023 billion yuan was spent to subsidize 4.425 million people to participate in the basic medical insurance; 1.83 billion yuan on hospitalization assistance for nearly 1.8 million patients; and, 170 million yuan on outpatient assistance for 417,000 patients. These helped prevent residents from falling into, or slipping back into poverty due to illness.
