On February 22, a teleconference on restoring Hunan’s transportation in an orderly manner was held in Changsha. Xie Jianhui, CPC Hunan Provincial Committee member and executive vice governor, and deputy governors Chen Fei and Xu Xianhui, attended. 

The meeting pointed out transportation is the prerequisite for normal economic and social operation. It called for studying and implementing the spirit of President Xi Jinping’s important directives on epidemic prevention and control; carrying out the decisions and deployments made by the CPC Central Committee and the State Council; and, restoring transportation order and opening up the “large artery” and “micro circulation” under the premise of doing good work on epidemic prevention and control.

The specific requirements were made at the meeting:

-Differentiated prevention and control measures should be taken in different areas based on different risk levels, to avoid reckless actions;

-To ensure smooth road network. The cities and prefecture next to Hubei Province should optimize management and control measures and coordinate the control work of the exit channels of Hubei province. Other provincial transportation station checkpoints must be revoked before 00:00 on February 24. Blocking expressways and national and provincial trunk roads are strictly prohibited. It is strictly forbidden to obstruct the passageways for emergency transportation vehicles, or isolate or cut off rural roads;

-If the station in a high-risk area needs to set up checkpoints, it must report to the provincial government for consent. It is necessary to ensure zero obstacles to freight transport, and open green channels for vehicles that transport emergency, production, and living materials, so that they do not have to stop, to be inspected and charged, and have priority to pass;

-The passenger transportation should be restored in an orderly manner. It is necessary to combine passenger transportation routes and urban bus restoration, with risk levels and differentiated districts management, to perform point-to-point transportation services for migrant workers returning to work; and,

-To insist on jurisdictional responsibilities and earnestly perform duties. The public security authorities must take the lead to do a good job, and the development and reform, transportation, human resources and social security, health and other departments must strengthen the joint efforts.
