Hunan developed resident e-health cards based on big data technology to further strengthen COVID-19 epidemic prevention and control. The e-health card program was deployed by the CPC Hunan Provincial Committee, and undertaken by the Hunan Health Commission and related departments. The cards have QR codes in three colors – red, yellow, and green, which indicate different epidemic risk levels and can provide reference for resumed enterprises and individuals.

All Hunan residents, in both urban and rural areas, can apply for their own e-health cards on the WeChat public account “湖南省居民健康卡”(id: hnjmjkk2016), and check their QR code colors.

The three colors indicate three different epidemic risk levels of the card holders:

Green – the card holders had not been exposed to the COVID-19 epidemic environment by data updates. They are advised to wear masks when going outside, and change their coats and wash hands as soon as they are back home.

Yellow – the card holders possibly had been exposed to the COVID-19 epidemic environment during the past 14 days. They are required to report to local health centers or center for disease prevention and control; do not go outside in the near future; isolate themselves from their families; and, take temperature twice a day. In case of any symptoms such as fever, lethargy, cough, diarrhea, and red eyes or conjunctivitis, they should wear masks and go to nearby medical organizations as soon as possible. Possible exposures in epidemic environment should be reported to the doctors.

Red – the card holders had close contacts with COVID-19 patients during the past 14 days. They must report to local health centers or center for disease prevention and control as soon as possible, and be under centralized quarantine for medical observation.
