On December 16 and 17, the Central African Republic Governmental Agencies’ Exchange Conference was hosted by the Hunan University (HNU) China-Africa Economic and Trade Cooperation Research Center. It was entrusted by the International Cooperation Center of the National Development and Reform Commission.

As the permanent host venue for the China-Africa Economic and Trade Expo, Hunan is paying close attention to the 2nd expo preparations, sets out to establish a long-term cooperation mechanism with Africa and practical measures, explores the "Hunan model" of local economic and trade cooperation with Africa, focuses on boosting a series of institutional moves, and strives to open a window on Hunan-Africa cooperation and build itself into a demonstration highland for China-Africa economic and trade cooperation.

Hunan is hailed as one of the most active province in economic and trade cooperation with Africa by the Ministry of Commerce. In 2019, its trade volume with Africa is expected to surge over 50%, and there are over 120 Hunan companies investing in Africa with an actual investment of 1.2 billion USD.

Since the first China-Africa Economic and Trade Expo was successfully held in Changsha in June 2019, Hunan has substantially enhanced China-Africa economic and trade cooperation and is planning to carry out several institutional measures. They include: Establishing the China-Africa Economic and Trade Cooperation Promotion Association; Building a China-Africa business incubator;
Setting up the China-Africa Economic and Trade Cooperation Research Institute;
Adding Africa-China economic and trade projects, keeping collecting and promoting cooperation cases and programs;
Formulating and issuing implementation opinions, policies and measures on business cooperation with Africa;
Advancing root-and-branch economic and trade cooperation with major countries like Uganda;
Establishing a promotion system for trading with Africa; and,
Creating the China-Africa Cross-border RMB Center.
