Sui Zhongcheng

Vice Governor

To be responsible for the work related to civil affairs; agriculture and rural area; water resources; grain and material reserves; supply and marketing; and, resettlement.

To be in charge of the Hunan Provincial Civil Affairs Department; Water Resources Department; Agriculture and Rural Affairs Department; and, Grain and Material Reserves Administration.

To liaise with the Poverty Alleviation Office; and the Supply and Marketing Cooperatives of Hunan Province.

Sui Zhongcheng, male, Han nationality, born in June, 1967, is a native of Changchun City, Jilin Province. He joined the Communist Party of China (CPC) in June, 1988, and began to work in July the same year. He has got the on-job postgraduate degree, the Ph.D in Economics, and the professional title of senior engineer.

1984.09–1988.07, studied at the Water Resources and Architectural Engineering Department of the former Wuhan University of Hydraulic and Electrical Engineering, majoring in water resources and architectural engineering;

1988.07–1992.02, served as a technician and assistant engineer at the Jilin Province Flood Control and Drought Relief Headquarters Office;

1992.02–1994.10, served as deputy section chief and then section chief of the reservoir section of the Jilin Province Flood Control and Drought Relief Headquarters Office;

1994.10–1999.03, served as deputy director of Jilin Province Flood Control and Drought Relief Headquarters Office (at division-chief level from July, 1996);

(Between August, 1996 and March, 1999, served temporary position as subprefect of Huinan County);


1999.03–2000.01, served as division chief of the engineering management division of the Jilin Province Water Resources Department, and executive deputy director of the Jilin Province Flood Control and Drought Relief Headquarters Office;

2000.01–2001.07, served as executive deputy director of the Jilin Province Flood Control and Drought Relief Headquarters Office;

(1997.09–2000.06, studied in the on-job postgraduate program at Northeast Asian Studies College, Jilin University, majoring in world economy, and got a master’s degree of economics);

2001.07–2003.06, served as vice mayor of Jilin City;

2003.06–2004.04, served as deputy director of the Jilin Province Water Resources Department;

2004.04–2007.06, served as secretary of the Communist Youth League (CYL) Jilin Provincial Committee and its Leading Party Members’ Group, and chairman of the Jilin Province Youth Federation;

(2001.09–2006.12, studied for the on-job postgraduate degree at Northeast Asian Studies College, Jilin University, majoring in world economy, and received the Ph.D in Economics);

2007.06–2009.04, served as deputy secretary of the CPC Tonghua Municipal Committee, acting mayor and mayor of Tonghua City, Jilin Province;

2009.04–2011.05, served as member of the Standing Committee of the CPC Changchun Municipal Committee, vice mayor of Changchun City, Jilin Province;

2011.05–2013.01, served as director of the Jilin Province Development and Reform Commission, and secretary of its Leading Party Members’ Group;

2013.01–2017.07, served as vice governor of Jilin Province, and member of the Leading Party Members’ Group of the Jilin Provincial Government;

2017.07–present, serves as vice governor of Hunan Province, and member of the Leading Party Members’ Group of the Hunan Provincial Government.
