A list of Hunan's key outbound investment and cooperation projects in 2022 was released on April 13. Forty projects, including the Cote d'Ivoire-Hunan Industrial Park and the Nigeria-Hunan Economic and Trade Cooperation Zone, made the list. 

The shortlisted projects were submitted by their operators on a voluntary basis, recommended by local commercial authorities, and approved after expert reviews organized by the Hunan Department of Commerce and the Hunan Department of Finance. The authorization of these key projects aimed to guide and encourage qualified enterprises to participate in outbound investment and cooperation, improve their international competitiveness, and give an impetus to Hunan's industrial transformation and upgrading and the high-quality development of economy. Outbound direct investment projects, foreign contract projects, and foreign labor cooperation projects conducted by Hunan-based enterprises were involved.

In accordance with the interim rules for authorizing key outbound investment and cooperation projects of Hunan Province, a shortlisted project should play a positive role in at least one of the following aspects:
- facilitating the implementation of the Belt and Road Initiative, the economic and trade cooperation with Africa, and the infrastructure connectivity in surrounding areas;
- driving the export of industries with advantages, high-quality equipment and technical standards;
- conducting investment and cooperation with hi-tech and advanced manufacturing enterprises outbound, especially establishing outbound R&D centers;
- being engaged in petroleum, natural gas and mineral exploration and development outbound;
- carrying out agricultural investment and cooperation; and,
- investing in outbound economic and trade cooperation zones.

The Hunan Sany Polytechnic College and the Hengyang Railway Transportation Vocational School were authorized as provincial-level featured training bases for outbound labor service in 2022. The China-Brazil Agricultural Science and Technology Industrial Park was designated as Hunan's outbound economic and trade cooperation park of the year.
