The digital economy is a new driving force and engine for the high-quality development. The 12th CPC Hunan Provincial Congress proposed to create new advantages of the digital economy and make digital civilization benefit the people of the province.

The three projects, with a total investment of 20 billion yuan and an additional industrial carrying space of 610,000 square meters, are not only a major layout of the Changsha-Zhuzhou-Xiangtan (CZT) integrated digital industry, but also a key project for Changsha to further expand, strengthen and improve the digital economy.

Among them, the China Telecom Tianyi Cloud Central South Digital Industrial Park, with a total investment of 12 billion yuan, will have a cloud resource capacity of 400,000 servers upon completion. It is the province's new digital infrastructure landmark project with the largest investment, and will become a strong engine for the development of the province's digital economy.

The "Tianxin Data Valley" Project is a demonstration project of industrial upgrading and urban renewal after the withdrawal of industrial enterprises at the CZT City Cluster Ecological “Green Heart” Zone. It will be built into an international scientific and technological innovation center for the big data industry serving the cities of Changsha, Zhuzhou and Xiangtan.

The Changsha Headquarters Base Cloud Valley Project focuses on opening up a new development mode of big data industry chain, and is positioned as a big data center in Central and South China.

In recent years, Changsha has actively made the arrangement of "digital industrialization" and "industrial digitalization", and accelerated the building of a "1+2+N" advanced manufacturing industry cluster. The “1+2+N” refers to 1 world-class advanced manufacturing cluster of construction machinery, 2 national advanced manufacturing clusters of advanced energy storage materials and new-generation independent secure computing systems, and multiple provincial advanced manufacturing clusters.

Tianxin District has taken the initiative to build three digital industry platforms of geographic information, artificial intelligence and software. The annual output value of the city's digital economy enterprises has exceeded 200 billion yuan now.
