A ceremony for centralized commencement of Xiangtan City’s second round of major projects and the Changsha-Zhuzhou-Xiangtan City Cluster (Zhaoshan) Life and Healthcare Integrated Community Project launching ceremony were held on June 21, 2021. Hunan Vice Governor Chen Fei announced the start of the projects.

Xiangtan City has 129 projects included in the Hunan provincial newly-started major projects in the second quarter of this year, each with an investment of more than 50 million yuan. The total investment was 56 billion yuan and the annual planned investment was 16.1 billion yuan. There were 7 major projects each with an investment of more than 1 billion yuan. Their total investment was 34.07 billion yuan and the annual planned investment was 4.65 billion yuan.

Among the 129 projects, there were 84 industrial development ones, 24 infrastructure ones, 14 social and people's livelihood ones, and 7 ecological and environmental protection ones. The cell industry headquarters, the first phase of the industry project of Sanpower Group Life and Healthcare Integrated Community, started construction. It covered an area of 70 mu (4.67 ha.) with a total investment of about 640 million yuan. Upon completion, it will become an internationally leading innovation platform for the organic integration of “cord blood stem cell resources plus tumor immune cell therapy”.

Since the beginning of this year, Xiangtan City has implemented the “Three Highlands and Four New Missions” Strategy, and put forward the “Dual Chain” Program of extending the chains of pillar industries and expanding the chains of emerging industries. It has focused on industries, projects, industrial parks, and major counties; organized contests under the theme of “making a good start and judging achievements by projects”; and, gone all out to construct projects and stabilize investment. From January to May, the city's 48 provincial key construction projects completed an investment of 13.827 billion yuan, with an investment completion rate of 47.77%, ranking in the forefront across Hunan province.
