As Hunan Governor Zhou Qiang addressed on the international cooperation forum on the morning of Aril 18, Hunan will continue to propel the ‘Two-oriented’ society construction in Changsha-Zhuzhou-Xiangtan (CZT) city cluster from the following six aspects.
First, implement the construction plan of the pilot area in an all-round way. Emphasis will be laid on the initiation of pillar projects of the ‘Two-oriented’ society, infrastructure projects with transportation as forerunner, ecology-restoring projects with focus on the treatment of the Xiangjiang River, projects of balancing rural and urban development with cities and towns as knots, pilot area projects with innovation as the core. Also, six integration processes will be vigorously promoted, i.e., regional layout, infrastructure, industrial development, urban and rural construction, market system and social development. Based on the implementation of the plan, interest compensation mechanism will be established, and interests of various parities will be coordinated, so as to propel the coordinated development of this pilot area and the whole province.
Second, vigorously propel the comprehensive reform of the pilot zone. With the integration of reform and development, a number of significant reforms will be initiated in such key fields as resource conservation, environmental protection, industrial development, science and technology innovation, and land management. Accordingly accelerate the reform in fiscal taxation, finance, opening-up, the balance between urban and rural development and administrative management system, focusing on saving water, land, energy, material, etc., upgrading the resource-conserving mechanism. With the core in the pollution treatment, propel the protection of ecological environment. Establish a new mechanism of land management with emphasis on the exploration of various means to balance the occupation and compensation of arable land and the reform of the transfer system of collective land in rural area, improve the tax and revenue system with focus on the setting up of an equal transferring payment system for public finance. Strive for a regional financial center and form a new mechanism of financial investment. Propel the reform and innovation of administrative management institution with emphasis on exploring new city cluster management modes.
Third, intensify the infrastructure construction of the CZT city cluster. Hunan Province plans to lay emphases on the construction of inter-city traffic artery in the CZT city cluster so as to form a connective network liking the north and the south among cities. The industry of air transportation and the construction of Huanghua Airport as an international air transportation hub in Central China will be promoted and facilitated. The river-sea transporting channels linking the Pan-Yangtze Delta area will also be established to facilitate the construction of the five ports and one hinge including the comprehensive hinge of the Xiangjiang River Changsha to improve the navigation capacity of the Xiangjiang River. Revolving around the improvement of the comprehensive carrying capacity of the city group, energy, water conservancy, city planning, as well as social infrastructure will be facilitated and improved.
Fourth, accelerate the establishment of “Two-oriented’ industrial systems. Concentrate on the congregation of competitive resources in the key sections of industrial chains and high-end sections of the value chain to promote the development of new and hi-tech industry, resource-saving and environment-friendly industry and large-scale industry. Hunan will focus on the development of capital, technique and knowledge intensive industries and support the growth of labor-intensive industries, concentrating on fostering a number of strong industries with production value exceeding one trillion RMB and help such large enterprises as Hunan Vain Iron & Steel Group, Sinopec Baling, Zhuzhou CSR Times Elctric, and Zoomlion Heavy Industry Science & Technology Development Company to grow stronger. Information industrial clusters such as solar energy photovoltaic, software, mobile phone and new type displays will be developed, while the integrated development of a group of industries such as bio-pharmaceuticals, software, new materials, animation, electric automobile, new resources equipment and environmental protection energy will be promoted. In addition, productive tertiary industries such as modern distribution, finance and insurance, electric business, information consultation, and science and technology services are vigorously supported.
Fifth, improve the developing pattern of ‘Two-oriented’ society in cities and towns. Taking CZT city cluster as the core and other major cities as the key points, we will strive to enlarge the space and extension of this pilot area, forming a developing pattern with distinctive features and complementary strengths, encourage the congregation of such resource factors as population, industry, technology, capital and information in major cities so as to improve the urban infrastructure and enhance the comprehensive carrying capacity of cities and towns. The management of city will be enhanced in terms of the layout, construction land and ecological condition. Besides, the city traffic system will be upgraded and the construction of municipal public facilities will be intensified so as to form a multi-function and multi-level urban public service system.
Sixth, enhance the protection of resources and environment in the whole province. Special emphasis will be laid on energy saving, emission reduction and efficiency promotion for highly energy-consuming industries like steel, nonferrous metal, electric power and construction materials. Further exercise the experiment of the national cyclic economy at selected points including 20 enterprises and 7 industrial zones in Hunan, raise the efficiency of the use of resources by strictly implementing the system of arable land protection and optimal land utilization. We will set up a long-term mechanism featured by orderly, sustainable and large-scale development of mineral resources and popularize clean production and cyclic utilization of resources in industries such as steel & iron, nonferrous metal, paper making, spinning, chemical and construction materials. Moreover, Hunan will comprehensively upgrade ecological condition, establish and improve compensation mechanism for ecological environment, intensify the protection of important ecological function area, strengthen the management of soil erosion and protect the ecological system of forest and wetland. Besides, the green consumption pattern for the development of‘Two-oriented’society is to be vigorously advocated and extended to other cities and prefectures in Hunan.
