Qualifications 

According to Provisions for the Administration of Sister Cities Affairs (Revised and promulgated by the Chinese People's Association for Friendship with Foreign Countries in April, 2005), the following administrative units may establish a friendly relationship as sister cities with corresponding units:  

1. Corresponding administrative units (including provinces, prefectures, counties, regions and streets) in foreign countries that already have diplomatic relations with Hunan Province;  

2. China’s administrative units at the provincial level and cities opening up to the outside world;  

3. Foreign administrative units equivalent to China’s provinces, autonomous regions, municipalities directly under the Central Government and cities.  

Materials Required 

1. Application for establishing sister-city relationships with foreign cities (provinces, prefectures, counties, regions and streets);  

2. Chinese and English drafts of the Agreement of Establishing Sister-city Relationships in accordance with the sample provided by Chinese People's Association for Friendship with Foreign Countries;  

3. Briefings of the basic facts of both cities involved;  

4. Letters of intent from the city government/ council of the other side involved (including letter of the government official, parliamentary resolution and letter of intent signed by government officials or representatives of both sides);  

5. Brief introduction of the exchange between both parties;  

6. Opinion of the embassies and consulates of China in the country involved.  

Procedures 

The people’s government of provinces, autonomous regions and municipalities directly under the Central Government shall submit the application for the approval of Chinese People's Association for Friendship with Foreign Countries.   

The CPAFFC shall then submit the application to the Ministry of Foreign Affairs.
