By the year of 2015, the ratio of sewage discharge of facilities along the Xiangjiang River will conform to the standard. The number of enterprises in heavy metal business as well as overall emissions of heavy metal pollutants will have been reduced by 50% compared with those of 2008. The problem of deteriorating water quality in some areas will be curbed completely and the water quality of the river as a whole begins improving.

In 2014, the water quality of the main stream of the Xiangjiang River was rated as good in general. The water quality of 18 river sections along the main stream under provincial control was at Grade III or above standard. The concentration of heavy metals such as cadmium, mercury, arsenic, lead, and hexavalent chromium were within the limits of Class II water quality, stipulated in Environmental Quality Standards for Surface Water. Among them, the mean concentration of cadmium, arsenic and lead was declining and the mean concentration of mercury and hexavalent chromium remained stable. Compared to 2013, the proportion of 24 sections under provincial control with water quality rated between Grade I and Grade III along the tributaries has decreased by 4.8%. The dominant pollutants are ammonia nitrogen, total phosphorus and chemical oxygen demand concentration.
In June 1997, the National Development and Reform Commission (NDRC) approved Hunan’s proposal on the treatment of the Xiangjiang River, financed by the fourth batch of Overseas Economic Co-operation Fund (OECD) of Japan.
In May 1998, Century Tour of Hunan Environmental Protection Movement launched the “Protecting Xiangjiang River” initiative.
In December 1999, the 1.93-billion-yuan project of pollution treatment of the Xiangjiang River funded by OECD of Japan was approved by the NDRC.
In January 2002, Xiawan sewage treatment plant in Zhuzhou City was officially put into operation.
In June 2008, Hunan initiated the Three-year Clean Water Action for the Xiangjiang River aiming to transform the Xiangjiang River into the Rhine of China, said Zhou Qiang when he was then the Governor of Hunan Province.
In March 2011, Implementation Scheme on Heavy Metal Pollution Treatment of the Xiangjiang River, the first regional pilot scheme of its kind in China, was approved by the State Council.
In August 2012, the General Office of the Hunan Provincial People's Government issued the Detailed Plan of Implementation Scheme on Heavy Metal Pollution Treatment of the Xiangjiang River (2012-2015).
In April 2013, the Xiangjiang River Protection Ordinance was officially implemented.
In September 2013, Hunan confirmed the protection and treatment of the Xiangjiang River as No. 1 Key Project.
