The Hunan Provincial Urban Domestic Garbage Incineration Facilities Construction Promotion Conference was held on May 29, 2018. It was said that Hunan Province has completed 10 household waste incineration power generation projects (including two second-phase projects) with a daily treatment capacity of 12,005 tons. The household garbage incineration rate has reached 37%, which is an important way to solve the problems of “garbage besieged cities and villages”.

Since the Hunan Provincial People’s Government held an on-site meeting for the building of domestic waste incineration facilities in Yiyang in 2017, governments at all levels have accelerated related projects construction. Changsha, Yongzhou, Zhuzhou, Changde Phase II, Lixian County, and Chenzhou City Phase II projects were completed and put into production. Among them, the Changsha Municipal Household Waste In-depth Comprehensive Treatment (Clean Incineration) Project in Heimi Peak, Qiaoyi Town, Wangcheng District was completed and put into production by the end of 2017. With a designed daily processing capacity of 5,000 tons, it boasts the largest one-off completed waste incineration plant with the largest single incinerator disposal capacity in China.

At present, 5 domestic waste incineration power generation projects started construction in Yueyang, Miluo, Xiangxiang, Leiyang, and Xupu. The planned investment is 2.3 billion CNY, and the designed daily processing capacity is 4,250 tons. After these projects are put into production, the daily garbage incineration capacity in Hunan Province will reach 16,300 tons, at an incineration ration of 50%.

According to the Hunan Provincial Department of Housing and Urban-Rural Development, during the “13th Five-Year Plan” period, the province has also planned a batch of domestic garbage incineration power generation projects with a daily processing capacity of 27,900 tons, which will cover the whole province.
