Hunan’s CPI Growth Rate to Be Controlled around 3% in 2010
On the morning of January 25, the third plenary session of the eleventh People's Congress of Hunan Province was unveiled in Changsha. At the session, Hunan Provincial Governor Zhou Qiang proposed the economic goal of Hunan in 2010, which is the last year of implementing the "Eleventh Five-Year Plan": the GDP will realize an increase of more than 10% and the total fiscal revenue over 12%. In 2009, Hunan province has actively fought against the financial crisis, carried out various projects in a creative way, and thus achieved remarkable results in maintaining growth, ensuring people's livelihood, and maintaining social stability.
Besides the growth of GDP and total fiscal revenue mentioned above, the targets put forward in the session also include: the total investment in fixed asset will increase by 25% or more; the total retail sales of social consumer goods will grow by 15% above; the volume of imports and exports will maintain a steady growth; the growth rate of the consumer price index （CPI） will be controlled to be about 3%; the per capita disposable income of urban residents and the per capita net income of rural residents will grow by 8% and 7% respectively; 600,000 new jobs will be created for urban residents, and the urban unemployment rate will stay at 4.5% or less; the natural population growth rate will be controlled under 7.3 ‰； and the target of energy saving and emission reduction set down in the "Eleventh Five-Year Plan" will be realized.
