“Public Opinions on Internet" Added to Government Work Report for the First Time
At the third session of the eleventh People's Congress of Hunan Province，the “public opinions on internet” become a "hot phrase". In the government work report delivered by Hunan Provincial Governor Zhou Qiang, the “public opinions on internet” is for the first time considered as an important power to promote the democratic decision-making of the government together with "academicians and experts", "advisory bodies", and "social hearings".
Governor Zhou urged in the report that it is necessary to actively promote the building of democracy, improve the democratic system, enrich the forms of democracy, broaden the democratic channels, develop the democracy at the grassroots level, give full play to the roles of the academicians and experts, advisory bodies, public hearings, as well as public opinions on the internet, in a bid to implement the transparency principle in the whole process of government’s decision-making and enhance the government's credibility.
Mr. Zhou also particularly stressed that the government should give full play to the role of government websites, build online offices, conduct online services, and make full use of modern information technology to improve its organization and administration Zhang Chunxian, secretary of the Hunan Provincial CPC Committee, claimed that the party committees and governments at all levels should pay attention and attach great importance to the network, and the leaders and cadres should know how to utilize the network.
